Expression of Interest (EOI) Pre-Qualification of Consulting Firms The Higher Education Commission (HEC), Islamabad invites Expressions of Interest (EOIs) from the eligible consulting firms, as prescribed under rule 5, 6, 7 of Procurement of Consultancy Services Regulations, 2010 of PPRA, for pre-qualification to conduct Third-Party Evaluation / Validation (TPE/V) of Public Sector Development Programme (PSDP) projects funded by HEC. Pre-qualification shall be carried out for the following categories: • Category A: General University Projects • Category B: Human Resource Development / Scholarship Projects • Category C: Technological and IT-Related Projects Instructions: i. Interested firms may apply for one, more than one, or all categories, subject to meeting the respective requirements mentioned in RFP Document. Mention the title of category separately. ii. The detailed RFP document, including scope of work, eligibility criteria, evaluation methodology, instructions to applicants, and prescribed application forms, is available on the PPRA website (www.ppra.org.pk), HEC website (www.hec.gov.pk), and the PPRA e-Procurement System (e-PADs). iii. Applications must be submitted through PPRA e-PADs in accordance with the instructions provided in the RFP document on or before the closing date, i.e. February 20, 2026, by 02:30 p.m. Applications shall be opened by the Tender Committee on the same day immediately after closing time. iv. A Pre-Bid Meeting will be held on February 11, 2026 at 02:00 PM. at the Lecture Hall, Higher Education Commission, H-9, Islamabad v. Incomplete applications, late submissions, or applications not submitted through required mode (PPRA e-PADS) shall not be considered. vi. In case of any technical issues in E-PADS, firms may coordinate directly with PPRA. vii.
