Context:

UN Women's Strategic Note (SN) 2014-2017 is the guiding framework that has guided all Mali Office interventions over the last 3 years. It was developed in a rather particular political and social context, marked by the paroxysm of an armed conflict in the north of the country. From 2015, the implementation framework of the Strategic Note 2014 -2017 of the UN Women's Office in Mali was also marked by the development and implementation of the UNDAF 2015 - 2019 which then took into account Mali's new development priorities. It should be noted that UNDAF is the UNI program for development assistance and the 2015-2019 program also included the non-military activities of MINUSMA.

The 2014-2017 NS developed by UN Women focused on the five strategic areas defined by the organization (Develop Result Framework). These include political participation, economic empowerment, the elimination of GBV, the involvement of women in the peace and security process, and Gender Responsive Budgeting. Thus, in the operationalization phase of the strategic note, UN Women Mali implemented at least one project for each strategic axis indicated. In addition to the executed projects, the governing body of UN Women Mali (management) operationalized the SN during the same period through the implementation of the normative mandate of the organization, in connection with the strategic axes of the SN. These include mobilization of resources, advocacy, lobbying, partnership development,

At the end of 2017, in order to take into account the alignment with SP 2018 - 2021 of UN Women and also the alignment with the UNDAF + 2015 - 2019, UN Women Mali proceeded to the extension of the SN 2014 - 2017 adding the 2018-2019 period.

As a prelude to the development of the new strategy note (2020-2021), which will replace the current Note, UN Women Mali is sponsoring this evaluation. It should make it possible to assess the level of implementation as well as the transformations made on the one hand, and on the other hand, provide the appropriate guidelines for the preparation of the new strategy note; This evaluation is linked to the United Nations framework documents on evaluation, namely the Evaluation Regulation and the UN WOMEN Program and Operations Manual.

Description of the programs:

The global mission assigned to UN Women by the UN Secretariat, is structured around 3 forms of mandate:

1. The mandate / normative role : to support intergovernmental bodies, such as the Commission on the Status of Women (CSW) and the General Assembly, in formulating international policies and standards;

2. The programmatic / operational mandate / role : to assist Member States to implement international standards and to develop effective partnerships with Mali society;

3. The coordinating mandate / role : which involves both the work to promote UN system accountability on gender equality and women's empowerment (GEEW), and more broadly the mobilization and coordination of stakeholders key to ensuring greater coherence and gender mainstreaming across the UN.

In order to adapt the missions assigned to the agency of Mali to the priorities of the country and to the framework of intervention of the united nations (UNDAF + 2015-2019), UN Women Mali proceeded to the extension of its strategic note 2014-2017 over the period 2018-2019 while aligning it with the UNDAF + 2015-2019. The extension phase is also aligned with the new UN Women's Strategic Plan, SP 2018-2021.

The present evaluation therefore concerns the country program in its two respective phases: the initial phase from 2014 to 2017 and the extension phase from 2018 to 2019. At the initial phase correspond the strategic axes initially identified by UN Women Mali for the reduction of gender inequality in Mali with 5 result areas, in relation to the areas of intervention of the organization. These Result Area are articulated as follows:

1. Women's leadership and participation in decision-making bodies is increased: This impact area has 2 effects namely (i) laws, national policies promote women's participation in key decision-making bodies in Mali and consequently (ii), the increased participation of women in parliament at the national level and in post-conflict institutions

2. The increased economic empowerment of women, especially those who are most excluded: This area of impact is focused on two things namely the 1-greater increase in women's access to economic opportunities and markets in all productive sectors of Mali's economy, 2- access to land

3. The prevention of violence against women and girls and access to support services: This area of impact was focused on the prevention and punishment of acts of violence, the provision of quality services to rape victims (medical psychosocial legal, etc.), the institutional (vote of law) and the support to the communities engaged in the struggle and the denunciation of the violence.

4. Women's leadership is strengthened in the process of peace, security and humanitarian response: This impact area targets the participation of women in the life of the nation including security aspects, their participation in the peace process and

5. Planning and budgeting promotes strong institutional accountability for gender equality commitments: This impact area has an effect ie Resources are allocated and monitored to reduce gaps and inequities at the national level.

In the extension phase, these results correspond to:

1. Women lead, participate and benefit equally from governance systems. This impact area is focused on two effects, namely: (1) More women of all ages participate fully, lead and engage in political institutions and processes; (2) More national and local plans and budgets are gender sensitive.

2. Women have income security, decent work and economic autonomy. This area also has two effects: (1) More women own, launch and / or better manage small and medium-sized and large businesses; (2) More rural women have access to productive resources and engage in sustainable agriculture

3. All women and girls lead a life free of all forms of violence. The effect of this area is: More stakeholders / partners are better able to prevent violence against women and girls and provide vital services to victims and survivors.

4. Women and girls contribute and have more influence in building lasting peace and resilience and also benefit from the prevention of natural disasters and conflict and humanitarian action. " This impact area has two effects: (1) More commitment to women, peace and security are implemented and more gender advocates influence peace and security processes ; (2) More women are involved in planning and are better served by humanitarian action and equitably enjoying the fruits of peace.

5. A comprehensive and dynamic set of global standards, policies and standards on gender equality and empowerment for all women and girls is strengthened and implemented. The impact of this impact area is: Government and stakeholder capacities are strengthened to assess progress in the implementation of the Beijing Platform for Action and other global normative and policy frameworks

The Strategic Note, which has been materialized by annual work plans, has been developed with a Results Development Framework (FRD) containing performance indicators that include basic assumptions. During the evaluation, a complete change theory will have to be reconstructed by the evaluation team using a participatory process. The Strategic Note also includes an Organizational Effectiveness and Efficiency Measurement Framework (OEEF) with performance indicators. The evaluation should use the OEEF to assess organizational performance.

Human Resources used for the operationalization of the SN.

The Mali office initiated the operationalization of its strategic note with a limited number of staff. Indeed, with an estimated budget of 20 million, UN Women Mali spent two years of implementation with four program officers.

Purpose of the Country Portfolio Evaluation:

UN Women's work is articulated around the Convention on the Elimination of All Forms of Discrimination against Women, often referred to as the "International Declaration of Women's Rights", and the UN Women's Program of Action.
