Tenders are invited for Expansion of Palmeira (Sal Island) Power Plant.
The Employer, ELECTRA, has applied for funds from the Agence Française deDéveloppement (AFD) toward the cost of the Project for Expansion and Optimisation of the Sal Island ElectricSystem, and it intends to apply part of the funds to payments under the contract for the Engineering, Procurement and Construction of the Palmeira (Sal Island) Power PlantExpansion. Sal island electric system is characterised by a veryimportant renewable energy installedcapacity, equivalent to the current peak load. This renewable energy is essentially produced by a wind farm which power iscontrolled from Palmeira power plant. The objectives of the extension are: (i) secure the supplyof electricity to the island, (ii) reduce the power plant environmental impact, namely to the air and the soil, and (iii) optimisethe penetration of renewable energies, in order to reduce the operation costs. This optimisation will be reachedthrough theinstallation of a new generation dispatch control. The Employer intends to prequalify contractors and/or firms for designing, building and commissioning of the mentioned powerplantexpansion, including the generation dispatch control, with 3 engines, plus one in option for 2 years from the date of contractsignature. Each engine shall have a net power output ranged between 3500 kWe and 3800 kWe at the step-up transformer bushingterminals and deducted the consumption of essential auxiliaries.
