Tenders are invited for Evaluation of the Management of the Safety of Geres in Mali.

Presentation of the structure

GERES - Renewable Energies Group, Environment and Solidarity - is a non-profit organization created in 1976 after the first oil crisis. Today more than 230 employees lead innovative sustainable development projects in France and 12 developing countries.

Preserving the environment, limiting climate change and its consequences, reducing fuel poverty and improving the living conditions of the poorest populations are the challenges of our time. The GERES team participates by deploying development engineering and specific technical expertise . Energy efficiency techniques, extension of energy services favoring local economic development, development of renewable energy or waste recovery sectors are at the center of its activity. Its activities are always carried out in partnership with communities and local actors.

Context

GERES is present in about ten countries in Europe (France, Morocco), West Africa (Mali, Senegal, Benin), Central Asia (Tajikistan, Mongolia, Afghanistan) and South East Asia. (Cambodia, Myanmar).

GERES is continuously working on structuring and improving its safety management policy at headquarters and in each country of intervention. In 2017, GERES has defined a General Security Policy (PGS) that frames and describes GERES 'own safety management system and specifies, in particular, the minimum tools and procedures to be put in place in each country. In the continuity of the GSP, a Crisis Management Protocol has also been established in order to be able to react effectively in the event of a major incident in one of GERES 'intervention countries.

Following the crisis in Mali in 2012, the security procedures in Mali were updated with the support of an external consultant, and subsequently adapted internally to the changing situation. The activities of GERES in Mali have grown significantly in recent months, new areas of intervention have been developed and are in development perspective, and the security context has deteriorated in the areas of historical intervention.

Since 2017, GERES has been working in the Segou region as part of a Mali Climate Fund project in partnership with UN Women and as part of a project with LuxDev. At the end of 2018, GERES plans to open a new branch in Kita.

In this context, GERES therefore wishes to strengthen its safety management system through this assessment, which will make it possible, on the one hand, to make a diagnosis and, on the other hand, to take corrective measures and put in place the necessary tools to security management adapted to the context of Mali and the structure of GERES, in line with the GSP and the Crisis Management Protocol.

Mission and objectives:

The consultant's mission is to:

1. Conduct a detailed analysis of the context and actors:

· Analysis of the country context (socio-demographic, economic, political) and more specifically of each intervention area (Bamako, Segou, Koutiala, Kita) including analysis of recent events.

· Analysis of actors: links between them, with GERES (history and nature of the relationship with GERES, level of acceptance, potential alliance / opposition ...)

ð First restitution of the outline of the analysis to be delivered in Bamako before the end of the work with the Mali team.

2. Conduct and write a risk analysis for each GERES intervention zone in Mali in a concerted manner with the GERES Mali team:

This risk analysis is conducted by the consultant for the Bamako, Ségou, Kita and Koutiala branches.

· Identify risks, threats

· Propose a detailed method of evaluating these

· Identify existing mitigation measures to reduce / limit the risks as well as the vulnerability of GERES

· If necessary, propose mitigation measures to be put in place to reduce / limit the risks as well as the vulnerability of GERES (in the form of an action plan)

ð For each of these stages, several members of the GERES Mali team must be formally involved in group work sessions.

3. Conduct a security diagnosis of the GERES antenna in Mali:

· Diagnose the following themes identified as priorities:

· Level of competence / training of staff in safety management: staff directly involved in safety management (guards, drivers, antenna managers, country director, etc.) and formulation of roles and responsibilities for each integrating, as appropriate, if relevant, the creation of a log / safety post.

· Travel and place of attendance

· Building security (GERES offices, expatriate housing, other GERES buildings, etc.) in Koutiala and Kita (if GERES is already there)

· Level of acceptance

These themes will have to be applied to the different areas of intervention of GERES.

· Write a diagnostic report including validated recommendations with the team.

ð First restitution of the outline of the analysis to be delivered in Bamako before the end of the work with the Mali team.

4. Write the following documents in a concerted manner with the GERES Mali team and according to the architecture predefined by GERES:

· Medical plan (according to GERES minimum model) - including a dedicated working session on the subject with the people concerned to facilitate the appropriation and dissemination and updating of this document by a competent person.

· Security plan (according to GERES minimum model) - including a dedicated working session on the subject with the people concerned in order to facilitate the appropriation then the diffusion and maintenance of this document by a competent person.

· Contingency plans adapted to possible scenarios - relocation / evacuation AND hibernation / confinement (according to GERES minimum model) - including a dedicated working session on the subject with the people concerned in order to facilitate the appropriation then the diffusion and maintenance of this document by a competent person.

Concerning this last point, the consultant will have to get in touch with the concerned entities (MINUSMA, UNHAS, ECHO flight ...)

5. Re-read the following documents in collaboration with the GERES Mali team and make corrections / additions if necessary:

· Constant companion (list of emergency contacts: GERES, medical and relevant authorities)

· Incident records adapted to the threats of the area

This entire mission will be carried out in coherence with the content of the existing PGS and Crisis Management Protocol.

· Security Evaluation Report including:

· a detailed analysis document of the context and the actors (which, once validated, will be integrated into the annex of the security plan)

· risk analysis document including an action plan (which, once validated, will be included in the annex of the security plan)

· security diagnosis including a detailed analysis, conclusions and recommendations validated with the team in the form of an action plan.

· Power point summary of the safety assessment report including the main conclusions and recommendations

· Security kit comprising:

· medical plan, security plan and contingency plans (according to GERES minimum models)

· constant companion and updated incident cards

Framing and restitution meetings:

The consultant will attend the following meetings at the GERES headquarters in Aubagne, with the Delegate General:

o Before leaving for Mali: scoping meeting

o Upon return from Mali (after submission of the safety assessment report draft): restitution meeting

Experiences and skills required:

· Higher degree or vocational training in a field related to humanitarian action or safety management

· Minimum 5 years of operational security management experience in NGOs (including 2 years minimum in security consultancy) in volatile security contexts

· Experience, knowledge of the Malian context

· Experience creating / updating tools, policies and security systems

· Skills in diagnosis, assessment, analysis and planning related to safety management

· Mastery of the risk analysis and stakeholder analysis method

· Experience in accompanying NGO staff in the field of security

· Good time management and organizational capacity

· Excellent interpersonal skills

· French fluent (read, written, spoken) with technical vocabulary related to security
