Expression of Interest are invited for Establishment of Cost-Efficiency Standards for Affordable Housing Projects. Rwanda faces a large need for housing and is com¬mitted to establish a variety of supporting programs. A National Housing Policy has just been adopted. Against this background, the Government of Rwanda intends to facilitate affordable housing solutions for the country's growing urban population, with the pol¬icy responsibility lying in the Ministry of Infrastructure (MININFRA). The particular problem is the shortage of decent, af¬fordable housing units available in the formal market and the current inability of the private sector to satisfy the demand. The need for affordable housing is not only seen in the context of the current backlog, but also with the Vision 2020 goal relating to urbanization supporting economic growth. Rwanda is facing and addressing challenges in the following areas: Resource availability at macro and house¬hold level Technology, quality insurance and private sector capacity Governance and public sector capacity A number of projects are underway in collaboration between the national and local governments, with government-attached banking and health insurance institutions and private sector, which follow transi¬tional conditions of lowering costs of construction and targeting lower income beneficiaries. It is among the intention to finalise, publish and disseminate such criteria. Principles and scope of the newly adopted National Housing Policy The new National Housing Policy provides a frame-work which: a. Enables the private sector to satisfy the current and growing demand for housing in terms of quantities and access costs offered to clients; b. Supports the purchase power among population through saving for housing, and pooling of individual resources; c. Supports financing models accessible to the full range of residents including low income levels; d. Emphasizes principles of quality and professional¬ism in both, planning and construction of neighbor¬hoods and housing; e. Combines land, land use, urban planning and hous¬ing policy directions in order to achieve the efficient use of land and resources when developing housing. 2. OBJECTIVE OF THE ASSIGNMENT: The main objective of this consultancy is to assist the Ministry of Infrastructure (MININFRA) in the prepara¬tion strategic details of affordable housing implemen¬tation. To this end, the consultant shall avail experts with dif¬ferent qualifications to support a feasibility study of affordable housing with preparations for pilot projects implemented by the private sector. 3. DESCRIPTION OF THE SCOPE OF WORK: The consultant is requested to respond to the fol-lowing points reflecting the specific objectives of this consultancy: a. Determination of preliminary Design, BoQ, and Cost Estimation of affordable housing neighborhood typologies and house typologies, elaborated based on 3 exemplary sites; b. Propose a feasible real estate management scheme for such sample neighborhood, including infrastruc¬ture ownership, operation and maintenance; c. Provide a realistic and informative picture of avail¬ability and sources of construction materials; d. Assess and determine pre-fabricated modules fit¬ting the elaborated typologies, including beams, col¬umns and ceiling elements; e. Propose a road map for the transfer of proven efficient construction technologies for establishment of in-country production; f. Propose a roadmap for the establishment of a feasible financing framework for different categories of incomes; g. Develop an assessment base for the identification of the target beneficiaries in a chosen urban area based on government conditions; h. Set infrastructure standards and detailed min/max specifications for any approved government support to inner-neighbourhood services. 4. DELIVERABLES; A. Report for 3 sample sites that shows the results of the assessments and identifies planning opportu¬nities, planning and recommendations for each site, preliminary designs, BoQ's and cost estimation of af¬fordable housing neighborhood typologies and house typologies applying local costs and reflecting local incomes; B. Neighbourhood design principles and sample schematics 1: 500 Typologies shall be developed in collaboration with MININFRA, RHA, CoK, Secondary City Districts, RSSB, Rwanda Association of Engineers, Rwanda Association of Contractors and group of po¬tential buyers, such as housing cooperatives; C. Prototype building designs for three (one in Kigali and two in secondary cities) zoning types and loca¬tions, and BoQ for all different building typologies based on preliminary designs and on detailed designs from deliverable D; D. Detailed neighbourhood and building design and BoQ for one of the designated sites, Scales 1:500 (site) -1:50 (buildings); Typologies shall be developed in col-laboration with MININFRA and a group of potential buyers, such as housing cooperatives; E. A written report about feasible cost-efficient tech¬nologies and materials to be used, and proposal on the establishment of green and policy conform pre-fabrication facilities and operations in Rwanda; F. A written report comprising mechanisms and rec¬ommendations for actions to guarantee the availabil¬ity of construction materials, machinery and equip¬ment for projects lined up until 2020 and on the most suitable materials and material flow proposed for the use in a pilot phase, and including primary (e.g. ce¬ment) and secondary materials (e.g. sanitary equip¬ment); G. Infrastructure standards and detailed min/max specifications for any approved government support to inner-neighbourhood services: a.) Materials and technology for roads; b.) Water treatment and supply; c.) Electricity, energy and street lighting; d.) Communication; e.) Accessibility to pub¬lic transport, and public transport services; f.) Social amenities. H. Principles of a capacity building and on-site train¬ing plan in collaboration with the responsible govern¬ment agency to be used by developers; I. Excel spread sheet linked to all site and building ty-pologies, to calculate BoQ for an up-scaled programaligned to demand projection (material and equip-ment demand aligned to housing demand projection). J. Road maps for the transfer of proven efficient con-struction technologies for establishment of in-countryproduction and for the establishment of a feasiblefinancing framework for different categories of in-comes; K. Road map for the demand driven increase of small and medium enterprises L. Assessment base for the identification of the target beneficiaries in a chosen urban area based on govern¬ment conditions; M. Principal financing scheme and payment mode which is affordable to the targeted beneficiaries; N. Recommendations for housing cooperatives of how to initiate and manage a collaborative housing proj¬ect, including economics, finance and business plan; O. Method to determine income structure in targeted urban areas P. Proposed road map of setting a net yearly income for beneficiary households, and gradual reduction depending on a macro-economic forecast related to increasing housing supply All mechanisms are to be jointly developed in collab¬oration with MININFRA, RHA and other stakeholders so to ensure that they are fitting the Rwandan frame¬work and policy goals. 5. METHODOLOGY: The consulting firm should adopt a participatory approach and work closely with all appropriate gov¬ernment levels. The proposal should clearly outline the methodology to be employed in undertaking the assignment and address the approach to all deliver¬ables. 6. CONTRACT DURATION: The assignment should be completed within three (3) to four (4) months, but preferably less than that. 7. FUNDING: The funding is through the Government of Rwanda. 8. LOCATION: The selected firm will provide services from the head-quarters of the Ministry located in the Kacyiru, Kigali, Rwanda. However, there will be need to engage with other key stakeholders. 9. REPORTING; The firm will report to the Permanent Secretary in the Ministry of Infrastructure. Day to day coordination of the assignment will be provided by senior staff as¬signed by the Permanent Secretary. 10. TIMING: The selected consultant is expected to start the as¬signment no later than October 2015 and complete according to the set deadlines in the contract. 11. SELECTION AND EXPERIENCE REQUIREMENTS: A. Methodology: 1. The EOI must provide a clear outline of the key elements of the approach to the assignment. 2. Approach to a knowledge transfer for im¬plementing agencies and the private sector. B. Firm: 1. Demonstrated knowledge and familiarity with Rwanda and the region 2. Capacity to provide the required services in country without interruptions 3. Demonstrated technical experience of similar assignments in Africa, having suc-cessfully implemented affordable housing projects and related economic plans 4. The ideal firm must ensure local presence to perform all capacity building and support tasks over the agreed period of time. C. Team: 1. Team Leader (Head of Mission) as coor¬dinator of the activities with at least a Mas¬ter's degree or equivalent in architecture, urban design, or a similar field, with mini¬mum 10 years relevant professional experi¬ence after obtaining degree.. 2. Experts and support staff along with an adequate staffing plan for carrying out the proposed scope of work and delivering on time are to be proposed by the interested consulting firm, and comprising at least in¬frastructure economist, urban designer, ar¬chitect and civil engineer, all with at least a Master's degree and minimum 5 years rele¬vant professional experience after obtaining degree. D. Experience: 1. Specific experience in the area of housing and infrastructure conception, construction and economics. 12. MODE OF APPLICATION The Ministry of Infrastructure now invites eligible con-sulting firms to indicate their interest in providing the services. Interested consultants must provide infor¬mation indicating that they are qualified to perform the services including an expression of interest, cur¬riculum vitae and description of similar assignments. The expression of interest shall include a methodolo¬gy and a draft work plan on how the assignment shall be carried out. A consulting firm will be selected in accordance with the procedures set out in the.
