Tenders are invited for Establishing Research and Development Facilities

Research & Development Programs in Collaboration with Federal University of Technology Akure (Futa) & Federal University Otuoke (Otuoke)

The objective of the program is to collaborate with the university in establishing Research & Development facilities that will enable the university to do the following;
i. Train artisans, technicians and engineers in basic and advanced aspects of equipment and plant maintenance.
ii. Run postgraduate programs (diploma, masters and PhD) in Maintenance Engineering.
iii. Organize routine workshops and seminars including annual lecture on current trends in maintenance best practices.
iv. Conduct ground breaking research in the area of maintenance engineering pertinent to the Nigerian society
v. Brings about reduction in overhead cost of industrial and plant maintenance through planning and implementation of professional maintenance strategies.
The task to be performed by contractor shall include but not limited to the following
a. Construction of a building to house the NAOC Centre of Excellence in Maintenance Engineering.
b. Supply and installation of the requisite furniture and fittings.
c. Supply and installation of equipment for maintenance engineering laboratory
d. Supply and installation of solar power equipment
e. Supply and installation of computers and other Multimedia Equipment.

Mandatory Requirements:
a. To be eligible for this tender exercise, interested contractors are required to be registered and active (LIVE STATUS) in the Product/Service category - 3.01.01 - Project Administration Services, in the Nipex Joint Qualification System (NJQS) database. All successfully pre-qualified Suppliers in these categories as at the closing date of this advert will receive Invitation to Technical Tender (ITT).
b. To confirm if you are pre-qualified and view the product/service category you are listed for: Open www.vendors.nipex-ng.com and access NIQS with your log in details, click on continue Joint Qualification Scheme tool, click check my supplier status and then click supplier product group.
c. If you are not listed in a product/service category but you are registered with DPR to do business, contact Nipex office at 8/10 Bayo Kuku Road, Ikoyi, Lagos with your DPR certificate as evidence for necessary update.
d. To initiate the NJQS pre-qualification process, access www.nipex-ng.com to download an application form, make necessary payments and contact Nipex office for further action.
e. To be eligible, all tenders must comply with the Nigerian Content requirements in the Nipex system.

Bidders are invited to expres complete understanding, willingness and commitments to comply with the Nigerian Oil and Gas Industry Content Developments (NOGICD) Act, 2010 and Insurance Act 2003. Consequentlys, bidders submissions shall be evaluated strictly with the minimum evaluation criteria in the NOGICD Act.
The documentation for evaluation shall include but not limited to the following:
1. Tenderer shall provide evidence of being a Nigerian registered company having not less than 51% Nigerian shareholding. Provide evidence of Co2 and Co7, registration on NOGIC JQS and DPR certificate.
2. Provide evidence of what percentage of your key management positions is held by Nigerians and what percentage of the total workforce are Nigerians.
3. Detailed description of the Location of in-country committed facilities & infrastructure (Administrative/Technical Offices, workshop and blending facility in Nigeria to support this contract.
4. Tenderer shall provide evidence of category 1, 2, 3, 4 or 5 services and support (SS) NCEC group and or category 1, 2, 3, 4 or 5 Construction and Moveable equipment NCEC.
NOTE: Non-Compliance with Nigerian Content Requirements is a FATAL FLAW
