Welthungerhilfe was established in 1962. It is today one of the largest private organizations working in development cooperation and humanitarian aid in Germany. Non-profit-seeking, non-partisan and non-denominational. Donations from the population at large fund our work in Africa, Asia, and Latin America. In addition, Welthungerhilfe receives grants from the Federal German Government, the European Union, USAID/OFDA, the United Nations and many others worldwide recognized donors.
For its project in Sierra Leone, funded by the European Commission, we are in the market for the supply of: Various Equipment for the Development of Chocolate Factory as specified in the article 4 of this document.
Important Dates:
The newspaper publication date: 01.04.2021
The intended date of posting of tender invitation through the EU Supply Etender Portal: 01.04.2021.
The bid submission deadline is set for the 18.04.2021, 23:59 am CET.
The opening of financial bids is expected during the calendar week 17/2021.
The deadline for submission of inquiries/questions: 11.04.2021.
The signing of the Contract with the selected company and communication to unsuccessful bidders should be provided not later than the end of the calendar week 17/2021.
1. Eligibility
Tenderers from the following countries and territories shall be eligible for participation:
(a) Member States of the European Union (Austria, Belgium, Bulgaria, Czech Republic, Croatia, Cyprus, Denmark, Estonia, Finland, France, Germany, Greece, Hungary, Ireland, Italy, Latvia, Lithuania, Luxembourg, Malta, Netherlands, Poland, Portugal, Romania, Slovakia, Slovenia, Spain, Sweden, United Kingdom)
(b) candidate countries and potential candidates as recognised by the Union
(Albania, Bosnia and Herzegovina, Kosovo, Montenegro, Serbia, Turkey, the former Yugoslav Republic of North
Macedonia)
(c) members of the European Economic Area [(only non-EU MS are mentioned) Iceland, Lichtenstein, Norway]
(d) OCTs [Anguilla (UK), Aruba (NL), Bermuda (UK), British Indian Ocean Territory (UK), British Virgin Islands (UK),

(e) developing countries and territories, as included in the OECD-DAC list of ODA Recipients, which are not members
of the G-20 group [appendices 4, 5, 6 and 7 (see under link)]
(f) countries for which reciprocal access to external assistance is established by the Commission. Reciprocal access
may be granted, for a limited period of at least one year, whenever a country grants eligibility on equal terms to
entities from the Union and from OCTs; Currently, there are no such countries.

2. Tender overview
This is an open restricted invitation to tender for the above-mentioned supply contract. The following documents
constitute the tender dossier:

3. General remarks and special condition
• The offered commodities must be according to our specification, sound, fair and in merchantable quality.
• Preferably, all the required commodities/goods must be ex-stock available.
• Part shipments without the authorization of the Contracting Authority are not allowed.
• The stock location must be included in the offer.
4. Specification / Quantity
(A): The following technical specifications need to be adhered:
1.- Silent Genset, 1 (pc) piece
Generator with an optimal power of 30kW (rated output). Proposals are accepted for equipment producing not
less that 25kW and not more of 50kW.
In compliance with the Stage III A emission regulations.
Noise level 64 dB(A) or below, mesured at 7 meters.
Rain protection: Seal to prevent water from getting in.
Larger built-in tank for extra autonomy (min. 300 liters).
Environmentally friendly solutions will be very valuable (filters/barriers and other technologies to reduce noise and
pollution).
2.- Melangeurs 80 kg with vibrating sieve, 2 (pcs) pieces
The melangeurs create homogeneous masses from solid ingredients using stone grinders and mixing scrapers.
Two melangeurs will be required so we have a minimun capacity of 160 kg.
Minimum tank capacity: 80kg

Tank temperature gauge with automatic shutdown system

3.- Vibrating sieve with trolley, 1 (pc) piece
These two accessories facilitate the production process and improve product quality.
Vibration sieve to filter possible ungrinded particles.
Trolley for container (gastronomic standard).
5. Marking/labelling
All outer packing must be marked clearly and readable (min. 2cm letter height) with the reference 00x_SLE 1070
and Consignee address.
6. Packing and picking
The packaging of the concerned equipment has to be appropriate to the nature (size, weight) of the items and
comply with international standards. The packaging should avoid transport damages and protect equipment / goods
from bad weather conditions. Costs of picking and packaging must be included in the unit price of each item.
7. Participation
This tender is open to interested eligible companies, or individuals, legally registered in any state. with proven
experience of delivery of required equipment.
8. Samples
The provision of samples is not required for this competition.
10. The language of bid
The tender, all correspondence, and documents related to the tender exchanged by the bidder and the Contracting
Authority must be written in the language of the procedure, which is the English language.
11. Contradiction or errors in the bid documents
If the bidder notices contradictions or errors in the tender document or specifications that are unclear, the bidder
must clarify the issue by making queries before the set deadline for submission of inquiries/questions.
The principle hereby agrees to clarify all queries to all interested bidders upon request in email/ messaging form
through the EU-Supply portal.
12. Alteration or withdrawal of bids
Bidders may alter or withdraw their tenders by written notification through the EU-supply portal prior to the
deadline for submission of the bid document. No bid may be altered after this deadline. Withdrawals must be
unconditional and will end all participation in the tender procedure.
No bid may be withdrawn in the interval between the deadline for submission and bid opening of bids and the expiry
of the tender validity period. Any correction of information must be explicit and is to be confirmed through the EUSupply in email/messaging form.
13. Errors in Calculations
Bids submitted by interested bidders will be checked for any arithmetical errors in computation and summation.
Errors will be corrected by the evaluation committee as follows:
• Where there is a discrepancy between amounts in figures and in words, the amount in words will be the
considered amounts.
• Where there is a discrepancy between a unit price and the total amount derived from the multiplication of
the unit price and the quantity, the unit price as quoted will be the price considered.
• Amounts corrected in this way will be binding on the bidder. If the bidder does not accept them, its bid will
be rejected.
14. Delivery conditions
All items are to be supplied as indicated in Article 4, and CPT (Incoterms 2020) in Barcelona, Spain.
All transport details (Origin, City of Loading, Routing) should be preferably indicated within the offer.
The transportation cost must be stated separately in the offer.
The Shipment will have to be announced with prior notice!
Please be informed that Welthungerhilfe has its own transport insurance.
15. Delivery schedule
Please, indicate within the offer the realistic delivery schedule to Barcelona, Spain.
The supplier should indicate in its offer how many days he might need to deliver the goods after the reception of
the purchase order for the delivery.
16. Prices
All prices in your quotation must be indicated in EUR currency only. Quotations stated in other currencies will
not be considered in the awarding process.
The suppliers are kindly asked to offer cost for transportation which must be stated separately in the offer.
17. Inspection, acceptance, and rejection
The Contractor shall provide and maintain an inspection, quality, and process control system acceptable to WHH
covering the Goods under the Contract. Records of all inspection work by Contractor shall be kept complete and
available to WHH during the performance of the Contract and for twenty-four (24) months after completion, if not
otherwise specified in the Contract. Copies of all material certifications and test results will be submitted to WHH
upon request.
