The United Nations Development Programme (UNDP) Rwanda, in collaboration with the Parliament of Rwanda and the Rwanda Information Society Authority (RISA), invites qualified national consulting firms to submit proposals for the design, development, and operationalisation of Phase 1 of the E-Parliament system. The assignment focuses on the deployment of a secure, scalable, and cloud-ready digital platform to automate seven priority parliamentary workflows covering legislative, oversight, and administrative functions. The selected firm will be responsible for system architecture design, development and integration of workflow modules, testing and deployment, as well as capacity building and technical handover.
