Expression of Interest are invited forEnterprise Education and Book Distribution in NYSC Camps (Training in orientation camps in 36 states and the FCT).

3. ELIGIBILITY REQUIREMENTS
To be eligible for the biding exercise, interested and competent consultants that may wish to be considered are required to submit the following pre - requisite documents for Expression - of - Interest, which will be subject to verification and due diligence by Federal Ministry of Finance:
i. Evidence of Certificate of Incorporation with Corporate Affairs Commission (CAC) and Certified true copy of Memorandum and Article of association with CAC
ii. Evidence of Company's Income Tax Clearance Certificate for the past (3) years (2016, 2017 & 2018) valid till 31st December, 2019;
iii. Evidence of current Pension Compliance Certificate valid till 31st December, 2019;
iv. Evidence of current Industrial Training Fund (ITF) Compliance Certificate valid till 31st December, 2019;
v. Evidence of current Nigeria Social Insurance Trust Fund (NSITF) Compliance Certificate valid till 31st December, 2019;
vi. Evidence of registration on the National Database of Federal Contractors, Consultants and Service Providers by submission of Interim Registration Report (IRR) expiring on 30th June, 2019 or valid certificates issued by BPP;
vii. Sworn Affidavit disclosing whether or not any officer of the relevant committees of the Federal Ministry of Finance or the Bureau of Public Procurement is a former or present Director, Shareholder or has any pecuniary interest in the bidder and confirm that all information presented in its bid are true and correct in all particulars;
viii. Company's Audited Accounts for the last 3 years (2016, 2017 and 2018);
ix. Evidence of financial Capability to execute the project by submission of Reference Letter from a reputable commercial bank in Nigeria, indicating willingness to provide credit facility for the execution of the project, when needed;
x. Company's Profile with the Curriculum Vitae of Key Staff to be deployed for the project, including copies of their Academic/Professional qualifications;
xi. Verifiable documentary evidence of at least three (3) similar jobs carried out In the last five (5) for Private firms or Public Offices including Letters of Award and/or Job Completion Letters;
xii. For Joint Venture / Partnership, Memorandum of Understanding (MoU) should be provided (all eligibility requirements are compulsory for each JV Partner)
xiii. All documents for submission must be transmitted with a covering letter under the company letter-headed paper bearing among st others, the registration number (RC) as issued by Corporate Affairs Commission (CAC), Contact Address, Telephone Number (Preferably GSM Number) and email address. The letter-beaded paper must also bear the names and nationalities of the Directors of the company at the bottom page, duly signed by the authorized officer of the firm.

4. SUBMISSION OF EXPRESSION - OF - INTEREST (EOI) DOCUMENTS:
Interested Firms are to submit two (2) bound copies of Expression-of-Interest (EOI) documents which should be submitted in a sealed envelope and addressed to the Permanent Secretary, Federal Ministry of Finance Headquarters, Abuja; clearly marked with Engagement of Consultants for Youwin! Connect Enterprise Initiative' and indicating the category bided for. Furthermore, the reverse side of each sealed envelope should have the name and address of the bidder and should be submitted in the designated Tender Box at the Office of the Director Procurement, Ground Floor, Room 040, Federal Ministry of Finance Headquarters not later than 12:00 noon on Monday, 3rd June, 2019.
