FINAL EVALUATION FOR GBV PREVENTION AND RESPONSE FOR CONFLICT-AFFECTED POPULATIONS IN SOUTH SUDAN/HARISS PROGRAMME
INTRODUCTION

International Medical Corps (IMC) is a global, humanitarian, non-profit organization dedicated to saving lives and relieving suffering through health care training and relief and development programs. IMC has been operating in South Sudan since 1990, and has made significant contributions to improving health and well-being of over half a million South Sudanese across the country through targeted and integrated assistance for health, nutrition, water, sanitation and hygiene (WASH), mental health and ending gender-based violence.
In July 2016, IMC UK (lead implementing partner) and Health Link South Sudan (HLSS) (sub-grantee), with funding from the Foreign Commonwealth and Development Office (FCDO), launched a five-year program (14 July 2016 to 31 March 2021) called ‘Gender-based Violence (GBV) Prevention and Response for conflict-affected populations in South Sudan-. This project primarily aims to empower communities and build resilience through promoting social and behavioral change to address the root causes of GBV in the country. One of the project-s key priorities is to strengthen core services to survivors of GBV and other vulnerable women and girls in Western Bahr el Ghazal, Upper Nile, Unity and Jonglei states, through provision of multi-sectoral services and referrals. This project is being implemented in seven locations across the four aforesaid states: Aburoc, Malakal and Melut in Upper Nile; Bor and Twic East in Jonglei; Wau in Western Bahr El Ghazal, and Nyal in Unity.
The primary objective of the project is:

• Communities in Jonglei, Unity, Western Bahr el Ghazal and Upper Nile States are empowered and resilient to threats of GBV.

To achieve this objective under the project-s theory of change (TOC), activities were designed to support the following outcome:

• Women and girls in Upper, Jonglei, Western Bahr el Ghazal and Unity states have access to basic services, increased participation in economic opportunities and decision-making by 2020.

The main project outputs and pathways to reach this outcome include:

• Appropriate GBV response activities, including sex- and age-appropriate case management, referrals and WGFS activities is accessible for women and girls in Jonglei, Upper Nile, Western Bahr El Ghazal and Unity states.

• Safety of women and girls in the community is enhanced through GBV risks mitigation activities including awareness sessions and capacity building for partners and community members.

• Women in Jonglei, Unity, Western Bahr El Ghazal and Upper Nile states are engaged in feasible livelihood activities including IGAs.
Evaluation Main Purpose:

The main objective of the evaluation is to assess results of the ‘Gender-Based Violence prevention and response- program, and provide evidence of program performance specific to achievement of planned results. This final evaluation will also analyse the relevance and efficiency of project implementation and the management and effectiveness of the project objectives and results, as well as to identify potential prospects for sustainability. The results from this evaluation will contribute to the identification and documentation of lessons learned during the project period, and provide an evidence base for interventions to be conducted under future potential continuation or upscaling of the initiative.

The deadline for submitting final offers is on the 29th December, 2020 13:00hrs (East African Time). Bids submitted after this deadline will be rejected and will not be considered for evaluation.
A full schedule will be detailed in the Tender Documents. Award will follow, after the evaluation process against the set criteria. International Medical Corps reserves the right to accept or reject any part of, or the entire tender in accordance with internal procedures. The winning bid or bids taken from this competitive bidding process, only by agreement of the winning bid/s, may be considered for entry into an agreement for future supply of the named item(s) to International Medical Corps.

Violence against women and girls is an endemic problem in South Sudan, exacerbated by ongoing conflict and chronic displacement. International Medical Corps (IMC) puts gender-based violence (GBV) prevention and response at the core of its lifesaving interventions. IMC-s programs are tailored to support and empower women and girls who are most affected by abuse and violence, and who face particular risks during and after armed conflict and natural disaster.
In July 2016, IMC UK (lead implementing partner) and Health Link South Sudan (HLSS) (sub-grantee), with funding from the Foreign Commonwealth and Development Office (FCDO), launched a five-year program (14 July 2016 to 31 March 2021) called ‘Gender-based Violence (GBV) Prevention and Response for conflict-affected populations in South Sudan-. This project primarily aims to empower communities and build resilience through promoting social and behavioral change to address the root causes of GBV in the country. The project targeted key population to create a sustainable change in attitude and practices through male engagement, working with community leaders and building capacity of local stakeholders. Moreover, one of the project-s key priorities is to strengthen core services to survivors of GBV and other vulnerable women and girls in Western Bahr el Ghazal, Upper Nile, Unity and Jonglei states. These services include quality case management using a survivor-centered approach, along with psychosocial support to enhance healing and recovery.
