The Democratic Republic of Congo (DRC) has obtained funds from the
International Development Association (IDA) to finance the increase of
access to electricity and the improvement of electrical services through a
project called "Electric Services Access and Improvement Project", EASE in
acronym ("the Project"), and intends to use part of the amount of these
funds to make the payments authorized under the following contract:
“ Consultant services (Firm or NGO) in charge of implementing genderbased violence prevention activities (GBV) and taking care of surviving
victims in the context of rehabilitation and extension works of the
Kinshasa Center and West SNEL distribution network and of the markets
transferred from the PMEDE Projects to EASE
Consultant services ("Services") consist of:
Put in place the necessary measures to prevent the risks linked to GBV /
EAS / HS and bring the communities and the local staff assigned to the
project to change behavior
Provide the necessary assistance to survivors of GBV through a partnership
with different medical, legal and psychosocial care structures
Support the complaint management mechanism of the EASE project, with
the reception and management of GBV-related complaints
Strengthen the capacity of local units and the complaints management
committee, as well as the staff of contractors and the consulting engineer
on GBV risk management and the Code of good conduct
Provide training, provide technical support and accompaniment to
community-based organizations and sensitizers to ensure good case
management.
The duration of the services is one year.
UCM invites Non-Governmental Organizations, NGOs, hereinafter called
"Consultants", eligible to express their interest in providing the services
described above. Interested Consultants must provide information
demonstrating that they have the required qualifications and relevant
experience for the performance of the Services.
The criteria for establishing the shortlist are listed below:
a) General experience
Have general experience focused on mobilizing local actors to promote
social and behavioral change in communities
b) Similar experience
The Consultant must have similar experience in the following aspects:
The design, development and production of communication and
awareness-raising tools for social and behavioral change in communities on
GBV. The references taken into account are those which will be supported
by the certificates of good execution delivered by the project owners.
Prevention of gender-based violence, sexual exploitation and abuse, and
sexual harassment through training of stakeholders and awareness raising
in communities. The references taken into account are those which will be

Holistic care (medical, psychological and legal) for surviving victims. The

c) Experience in the mission area

paragraph 1.9 of the “Guidelines: Selection and Use of Consultants by
World Bank Borrowers in the context of IBRD Loans and AID Credits and
Donations” [ January 2011, version revised in July 2014 (“Consultants'
Guidelines”), relating to the World Bank's rules on conflict of interest apply.
Consultants can associate with other firms to strengthen their respective
skills in the form of a solidarity group or a subcontractor agreement.
A Consultant will be selected according to the “Selection based on
consultant qualifications” method as described in the Consultant
Guidelines.
