Madam, Sir,

International Development, the World Food Program, (WFP), the German Foreign Ministry AA, KFW and GIZ etc.

Signing of the Contract with the selected Candidates and communication to unsuccessful bidders: Latest

I. NOTICE INVITING BID
For the project, SSD 1072 financed by the BMZ and implemented by Welthungerhilfe, aimed to improve the water and
sanitation system in Eastern Equatoria State. Part of the project activities is to the drill boreholes in Magwi and Torit
Counties of EES of which Welthungerhilfe South Sudan is currently sourcing for capable contractors to help carry out
this activity.
It is within the scope of the program to drill four (4) Boreholes in Magwi & Torit Counties, EES.
Welthungerhilfe invites bids from certified companies having requisite experience and permit, reliable, qualified and
financial capacity and with previous drilling experience in the project area for the drilling of boreholes, including the
procurement and delivery of the required materials, equipment and staff and to carry out hydro-geological survey, water
testing and water quality of the selected area before and after drilling. The tender is inclusive all necessary materials,
equipment and labor needed for the execution of the work.
Throughout these bidding documents, the terms “bid” and “tender” and their derivatives “bidder”, “tenderer”, “bidding”,
“tendering”, etc. are synonymous.
Welthungerhilfe is also referred to as Principal, BMZ is also referred to as Donor, day means calendar day. If the context
so permits, singular also means plural and vice versa.

Language, System of Units and Currency of the Bids:
The bid prepared by the bidder and all documents related to the bid must be written in English.
The measurement units used in these bid documents are the International SI units: meter (m), cubic meter (m3), Kilogram
(kg). liter (l), Hour (Hr.), millimeter (mm), etc. These units must be used in the bid and during the execution of the
contract. The tender currency is USD.
Participation:
The tender is open on equal terms to all legal persons participating either individually or in a group (consortium) of
tenderers or companies/contractors which are legally registered and established in South Sudan, with the financial
capability and legal rights.
Contradiction or errors in the bid documents:
If the bidder notices contradictions or errors in the bid document or specifications that are unclear, the bidder must
clarify the issue by making queries before the deadline for the submission of bid documents. The principle hereby
agrees to clarify all queries to all interested bidders upon request.
Alteration or withdrawal of bids:
Bidders may alter or withdraw their tenders by written notification prior to the deadline for submission of the bid
document. No bid may be altered after this deadline. Withdrawals must be unconditional and will end all participation
in the tender procedure. Any such notification of alteration or withdrawal must be prepared and submitted in writing
before the deadline. No bid may be withdrawn in the interval between the deadline for submission and bid opening of
bids and the expiry of the tender validity period. Any correction of information must be clear and is to be confirmed by
signature, specifying the date.

Bids submitted by interested bidders will be checked for any arithmetical errors in computation and summation. Errors
will be corrected by the evaluation committee as follows:
• Where there is a discrepancy between amounts in figures and in words, the amount in words will be the
amount considered.
• Where there is a discrepancy between a unit price and the total amount derived from the multiplication of the
unit price and the quantity, the unit price as quoted will be the price considered.
• Amounts corrected in this way will be binding on the bidder. If the bidder does not accept the rectified price, its
bid will be rejected and consider as invalid.

General Remarks and Special Conditions
The execution of works must be per the technical specification of the tender document and must respect the norms and
standards valid in the Republic of South Sudan. If national standard does not exist, relevant international standards or
rules, i.e. those issued by the UNICEF will applied.
WHH will assign a representative (WASH Engineer or other) to follow and supervise continuously the work. The remarks
of WHH representative must be considered.
Every modification of the contractual works, cost or the time schedule must be confirmed in writing, in the form of an
addendum or modification. Verbal arrangements are not valid unless accompanied by writing within three (3) days of
issuing of such instruction.
The contractual time must be followed. Occasional rain, bad weather, holidays etc. must be considered when the
contractor set up his time schedule. The same applies to technical problems with the vehicles and or drilling equipment.
Such factors will not be accepted as reason for delays.
The contractor will respect the rules of security on the site and will be fully liable in case of accidents, thief of damage of
materials, his staff security and wellbeing, workers and or third parties. It is highly recommended that at night the sites
are protected.

The technical specification, measurements, procedures and quality must be in line with the bidding document and BOQ.
WHH reserves the right to make slight changes in the technical specification and increase the quantity of boreholes to be
drilled, this will be clearly documented and discuss with the selected bidder.
Price quoted for the four (4) boreholes must be inclusive of material for drilling and all additional cost, transportation,
labour, cost of fencing with chain link and angle line bars, installation of hand pump and construction of a watering trough
for livestock.
Prices quoted in this tender are fixed and cannot be changed over the contract period plus three (3) months and is
guaranteed by the supplier.
All item rate should be inclusive of materials, labour, transportation, profit, cost for bank guarantee, taxes and
any small accessories needed to complete the full construction.

2. PREPARATION OF THE BID
The bidder can express interest for all locations, the tender will be awarded for the drilling and construction of the four
(4) boreholes and cannot be split or divided per locations.
The bidder is expected to examine all instructions, terms, conditions, forms, technical drawing and specifications, BOQ,
tender text, and other information in the bid documents and conduct a site visit for each lot he/she intends to bid. Failure
