Title : Drainage Engineer

Description : The Ministry of Works and Housing has received financing from the World Bank toward the cost of the Greater Accra Resilient and Integrated Development Project, and intends to apply part of the proceeds for consulting services. The Project will be implemented through four-interrelated Components, namely:1. Climate Resilient Drainage and Flood Mitigating Activities; 2. Solid Waste Management Capacity Improvements;3. Participatory Upgrading of Targeted Flood Prone Low Income Communities and Local Government Support; and4. Project Management.5. Contingent Emergency Response Component (CERC) for COVID-19 Emergency Preparedness and Response Project.Objective of the Assignment The objective of this assignment is to support the effective implementation of the drainage management component of the project by assisting the Project Coordination Unit (PCU), the Project Implementation Units (PIUs) of the implementing Ministries, and the Project Support Units (PSUs) of the participating local governments to undertake their respective activities where such activities are directly focused on drainage management, or are related to or overlap drainage management.The consulting services ("the Services") covers technical assistance to the Hydrological Services Department (HSD) of the Ministry of Works and Housing by an individual consultant.The assignment is expected to start in November, 2020.The detailed Terms of Reference (TOR) for the assignment can be found at the following website: http://tenders.ppa.gov.gh or by email through addresses (2) below.The duration of the assignment is 24 months initially renewable based on performance.The Ministry of Works and Housing now invites eligible Individual Consultants ("Consultant") to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services.Consultant s qualification and ExperienceThe Drainage Engineering Consultant shall have the following qualifications and experience:a) First Degree in Civil or Structural Engineering or related disciplineb) Post-graduate qualifications in hydrology or hydraulic engineering.c) A minimum of 10 years of practical experience in design and supervision or management of drainage systems d) A minimum of 5 years of practical experience in organizational development and institutional strengthening in multi-sectoral projects.e) Prior experience in working with multi-level governance (national, regional and local government) structures.f) Prior experience and good track record in working with vulnerable communities, NGOs and CBOs
