The objective of this consultancy is to support Guinea in the development of tools for inclusive partnerships and investment for implementation and monitoring of Guineas NDC. This will be done in accordance with the national engagement process developed by the NDC partnership and will (i) Strengthen the partnership approach for the planning and implementation of Guineas NDC and (ii) Develop a structured approach for the NDCs implementation linked to public and private investments.

Nationally Determined Contribution of the Republic of Guinea

Consulting services to support the development of tools for inclusive and partnership

implementation and monitoring of the Guinea-s NDC

I. Context

Guinea`s commitments on the fight against climate change

Guinea is committed to the fight against climate change with the ratification of the United Nations

Framework Convention on Climate Change (UNFCCC) on May 7, 1993, the Kyoto Protocol in 2005 and

the Paris Agreement on August 10. 2016. It has developed several national strategic documents on

climate change:

- The Initial National Communication, published in 2002 based on the 1994 inventory data 1 ;

- The National Adaptation Programme of Action (NAPA) published in 20072;

- The Second National Communication published in 2018 based on the 2000 inventory database.

In addition, Guinea has initiated a number of initiativesrelating to these commitments.

National Determined Contribution and Partnership Approach

In 2015, the Guinean Government submitted its planned nationally determined contribution as part

of the negotiations leading up to the Paris Agreement, which has become its Nationally Determined

Contribution (NDC) since its adoption.

The Guinea-s NDC includes an adaptation component to climate change mainly in the vulnerable

sectors identified in the NAPA (Agriculture, Livestock, Water, coastal areas, forestry) to the main

impacts of climate change affecting Guinea (increase in average temperatures, decrease in annual

average precipitation and change in frequency and intra-annual distribution of precipitation, rise in

sea level).

The main mitigation measures for Guinea`s NDC in 2015 are related to the following sectors:

- The Energy Sector with commitments related to increasing renewable energy in the energy

mix, reducing the use of fuelwood and improving the energy performance of the economy;

- The Mining Sector with the strengthening of the application of the environmental regulations

of mining operations, the integration of climate considerations into the Environmental and

Social Management Plans, the establishment of a financial mechanism for the sector`s

contribution to the fight against Climate Change, reinforce the energy efficiency of the sector

and increase the use of renewable energy;

- Sustainable Forest Management with the stabilization of mangrove cover, the development

of reforestation and sustainable management program for wood plantations and the

protection of protected areas and classified forests.

Knowing of the importance of the involvement of all relevant stakeholders to set and implement its

ambitions, Guinea created the National Platform for Consultation on COP21 (PNC-COP21), in order

to mobilize representatives of the State, technical departments, civil society and the private sector. It

includes a high-level ministerial segment and 11 thematic panels that contributed to the

development of the NDC.

Guinea has recently initiated a process of updating its NDC with the support of the United Nations

Development Programme (UNDP), several important activities have been carried out in this context:

- The organization by the Ministry of Environment, Water and Forests (MEEF) of a

preparatory meeting on November 16, 2019 bringing together NDC-s Focal Points from

sectoral departments, UNDP experts, MEEF executives and NGOs;

- The organization of a national consul
