Expression of Interest are invited for Development of the Summary Plan of Town Planning of the Municipality of Mengueme for the Budget Financial Year 2024. Mayor of the Municipality of Mengueme, Contracting Authority, Launches a Notice of Request for Manifestation of Interest (Asmi) for the Offices of Technical Studies and Town Planning Firms Who Wish to Participate in Pre-Qualification for the 'Operation Aforementioned and under the Conditions below.

This study will aim, among other things, to support the Decentralized Territorial Communities concerned in:
developing a balanced and united municipal territory project, taking into account the SNAT and the SRADDT of the SOUTH,
preserving natural and agricultural spaces by prioritizing the economical management of the space,
preserve the biodiversity of ecosystems, enhance and develop peri-urban landscapes,
translate into PSU documents the principles of “territorial climate plans” making it possible to offer a quality living environment (reduction of harmful gases greenhouse),
control the development of housing by prioritizing densification and the use of residual urbanization spaces with diversity,
locally support economic and particularly commercial dynamics, support the agricultural activity of the Municipality,
reduce travel obligations and facilitate soft modes at the level of the Municipality and intercommunity,
prevent risks and optimize natural resources,
control energy consumption, improve energy performance particularly from renewable sources
Realize the basic mapping;
Make an inventory accompanied by a diagnostic assessment of the current situation;
Identify the development vision of the municipality, the strategic orientations, the objectives and axes of development;
Delimit the urban perimeter of the municipality within the horizon of the PSU;
Develop a Priority Investment Program in the short, medium and long term;
Produce an urban planning regulation which will serve as a compass for the implementation of the PSU. Define the perimeter of each of the land use zones and enact, for each of them, the rules, restrictions and particular easements for land use.
