REQUEST FOR INFORMATION
On the Terms of Reference relating to the Development of the strategic, institutional and regulatory framework of the electricity sector in Burkina Faso

Dear potential bidders,
The Government of Burkina Faso (“Government” or “GdBF”) has signed an agreement with the Millennium Challenge Corporation (“MCC”), called Compact, and plans to allocate part of the funds to payments for contracts for goods, works and contracts. services. The Compact includes an investment from MCC for a total amount of US $ 500, 110, 795, comprising (i) an MCC Grant of US $ 450 million and (ii) a Government Contribution of US $ 50, 110, 895, with a view to strengthen Burkina Faso`s electricity sector, in particular by helping to develop a favorable framework for a competitive, efficient and sustainable electricity market, by developing projects with independent energy producers and by financing infrastructure for the transmission and distribution of electricity.
Project 1 (P1): Electricity Efficiency Enhancement
Project (PREDEL) The Electricity Efficiency Enhancement Project (PREDEL) aims to improve and strengthen the legal framework and institutionalization of the electricity sector by investing in priority reforms and capacity building for key players, in particular the incumbent operator, the Regulatory Authority and the Ministry in charge of Energy. The project will lead to improvements in the quality and supply of electricity, which will result in improved operational efficiency, lower costs, improved service and increased private sector investment. This mandate is part of this project.

Project 2 (P2): Project to increase the supply of less expensive electricity (PADOEL)
The project to increase the supply of less expensive electricity aims to increase the energy supply and the reliability of the network, at a lower cost for the incumbent electricity supplier (SONABEL), through the production and storage of electricity. solar energy and increased imports. This project will strengthen the energy supply infrastructure by supporting new solar energy projects, introducing battery storage and making upgrades to telecontrol centers. These activities are expected to increase the availability of cheaper electricity through the production and storage of solar energy and through increased imports, which in turn will improve the reliability of the electricity grid. Improved reliability and increased supply from less expensive sources will make electricity more profitable by reducing costs for both the incumbent; which will ultimately lead to a reduction in prices for customers.

Project 3 (P3): Network and Access to Electricity Project (PRAEL)
The networks and access to electricity project or the strengthening of electricity transmission and distribution networks aims to reduce power outages and increase the availability and consumption of electricity for end users (i) by upgrading the transmission and distribution network and (ii) increasing access and targeting the productive use of electricity. This project is expected to extend the reach and capacity of the network, allowing the incumbent to reduce power losses and outages caused by system failures and power failure. redundancy as well as increasing the coverage, access and consumption of end users. General description of services:
The Government of Burkina Faso (GdBF), represented by UCF-Burkina Faso (or later, MCA-Burkina Faso II), intends to hire a firm to provide various support services to Project 1. L he general objective of this mandate is to provide cross-sectoral strategic and institutional support as well as regulatory support to MCA Burkina Faso II as well as to GoBF. More specifically, the objectives of the base period of this mandate are to provide:
• Strategic and institutional intersectoral support:
o Develop the national electrification and energy efficiency strategy and its action plan;
o Clarify the roles and responsibilities of the Ministry in charge of Energy, SONABEL and ABER on the planning of the electricity system and develop an appropriate monitoring and evaluation mechanism;
o Propose changes, as needed, to the organizational structure for the Ministry in charge of Energy and a strategy to attract and retain staff;
o In collaboration with stakeholders, develop a charter on the environment, gender and social inclusion;
o Develop an internal and external communication plan;
o Develop an internal Strategic Plan for ANEREE;
o Define the institutional financial requirements for the Ministry in charge of Energy, ABER and ANEREE;
o Establish a viable and independent financial source for the ASS.
• Regulatory support:
o Analyze Law 014/2017 and identify decrees and implementing texts to be revised and developed;
o Review and develop all decrees and texts implementing the law, including decrees related to ALL of the previous conditions for entry into force of the Compact;
o Support the regularization of cooperative electricity operators (COOPEL) without concessions by developing an adequate regulatory framework;
o Define a new structure for the ARSE Regulatory Council through a decree.
The detailed description of the services is presented in the draft terms of reference (ToR).

Purpose of the request for information
UCF-Burkina Faso (or later, MCA-Burkina Faso II) is in the process of finalizing the Terms of Reference (TOR) which will be used to recruit a consultant as part of a Request for Proposals.
We are contacting you, dear potential bidders, to collect your observations / suggestions on the ToRs project. UCF-Burkina Faso (or later, MCA-Burkina Faso II) would like the answers to the various questions below, relating to the scope of services project.

1. Are you interested in submitting a proposal when the specific public notice is published? if not why ?

2. Does or could your firm reasonably have high quality expertise in all of the services required? List two or three examples of similar work.

3. What aspects of TORs are of interest to your firm?

4. Would you enter into a consortium (joint venture) agreement to fulfill this assignment?

5. To what extent would you use local staff to do this work?

6. Could your firm reasonably perform the required services within the deadlines set in the mission`s ToRs?

7. What are your suggestions for improving the TORs?

b. Does the completion deadline seem realistic to you?
