DEVELOPMENT OF THE PARTNERSHIP PLAN AND THE INVESTMENT PLAN FOR THE IMPLEMENTATION OF NIGER-S NDC

--------------

TERMS OF REFERENCE
I. Context

The Government of Niger, like other countries party to the United Nations Framework Convention on Climate Change (UNFCCC), prepared and submitted in 2015 -as part of the negotiations prior to the adoption of the Paris Agreement- its intended Nationally Determined Contribution (iNDC), which has become its Nationally Determined Contribution (NDC) since the adoption of the Paris Agreement.

As part of the update and implementation of Niger NDC-s and the collaboration with the NDC Partnership, the Government of Niger has asked the World Bank to facilitate the coordination of donor support to this process. To this end, a Partnership Plan (PP) is proposed by the NDC Partnership as a coordination tool. The World Bank has accessed resources from the NDC Partnership Support Facility to support Niger in this activity.

The Partnership Plan is intended to be a multi-year results-based plan which aims to serve as a basis for defining activities to facilitate the implementation of Niger-s NDC and to coordinate the support provided by technical and financial partners. The aim is to guide the use of existing resources, capitalize on synergies, and identify the areas requiring resource mobilization. This plan is meant to be a dynamic document, evolving over time and regularly updated in function of the results obtained and new needs that appear during its implementation.

Niger has also applied to the Climate Action Enhancement Package (CAEP) of the NDC Partnership, which aims to help member countries update their NDCs and provide technical assistance and capacity building to support the implementation of NDCs. In this context, several activities are already planned to be funded by various international partners, including the World Bank, to support the updating of Niger-s NDC.

The development of the Partnership Plan will be carried out in parallel with the development of an Investment Plan for implementing Niger-s NDC -an action identified in Niger-s CAEP request- with the aim of integrating investment projects in the Partnership Plan. The Investment Plan aims to define priority programs or projects to achieve the objectives targeted in Niger-s NDC.

Since the activities must be undertaken in a participatory and inclusive manner, they will be accompanied by capacity building activities for the actors involved.
II. Objectives

Develop a Partnership Plan and an Investment Plan for the implementation of Niger-s NDC, in a participatory and inclusive manner while strengthening the capacities of the actors involved.

a. Partnership Plan:

• Carry out a mapping of international support to Niger for the implementation of its NDC and in the field of climate change (all relevant sectors), by listing the development partners. The mapping should include projects under implementation and projects in preparation and a directory of stakeholders consulted;

• Carry out a mapping of non-state actors contributing to the implementation of the NDC and the partners who support them;

• Utilize the Rapid Situational Analysis document according to the framework of the NDC Partnership;

• In consultation with the actors involved, identify gaps and needs for the implementation of the NDC. Actions could be linked, for example, to: (i) capacity building and intersectoral coordination; (ii) sectoral planning; (iii) mobilizing financial resources; (iv) strengthening the legal and institutional framework; (v) synergies to increase the effectiveness of interventions; among others.

• Develop a priority list of selected actions, including: (i) the definition of objectives, results and key performance indicators; (ii) the assessment of technical, financial and human resource needs; and (iii) a timetable for implementation.

• Develop the Partnership Plan.

• Support the validation process of the Partnership Plan.
b. Investment Plan:

• Carry out a stock-take analysis of the implementation of the NDC, including: (i) an assessment of the progress made since 2015 in the measures proposed in the NDC and the funding mobilized or executed; and (ii) an analysis of the gaps in achieving the objectives of the NDC and the constraints (institutional, financial, technical, human) in its implementation;

• In consultation with the actors involved, develop an Investment Plan by defining new priority programs or projects to achieve the objectives targeted in Niger-s NDC, considering the stock-take analysis referred to above. The Investment Plan should be accompanied by an action plan, and define for each program or project: (i) the institution responsible for implementation and the roles of other stakeholders (implementation, strategic orientation, monitoring and evaluation, etc.); (ii) intervention areas; (iii) the period and duration of implementation; (iv) the estimated cost; (v) potential sources of funding; and (vi) results indicators;

• Develop the Investment Plan accompanied by its action plan;

• Support the validation process of the Investment Plan.
III. Methodological approach:

The consultant will work under the direction of the Government of Niger and the World Bank, and in close coordination with the Support Unit of the NDC Partnership, who will have to ensure the validation of each deliverable.
