Tenders are invited for Development of HIV Testing Services (HTS) Job Aid and Information, Education and Communication (IEC) Materials.

Introduction
In June 2014, the U.S. Agency for International Development (USAID) awarded FHI 360
the Linkages across the Continuum of HIV Services for Key Populations Affected by
HIV Project (LINKAGES), a five-year cooperative agreement funded by the U.S.
President's Emergency Plan for AIDS Relief. FHI 360 works in partnership with Pact,
IntraHealth International and the University of North Carolina at Chapel Hill to conduct a
range of activities to reduce HIV transmission among key populations — sex workers,
men who have sex with men, transgender persons and people who inject drugs — and
to improve their enrollment and retention in care. The LINKAGES project supports
countries in the use evidence?based approaches to make comprehensive HIV services
easily available to key populations (KPs) at scale and to sustain those services.
Under the technical guidance of FHI 360 and Pact Head Office, Pact Lesotho is leading
the implementation of the LINKAGES Lesotho Project in Maseru and Leribe districts.
The project aims to enhance HIV prevention and care cascade by increasing reach to
key populations most at risk of acquiring or transmitting HIV, promoting routine HIV
testing and counseling, and actively enrolling those with HIV into care and support
interventions that enable them to remain in care. The project works with the local KP
community-based organizations (CBOs), under a sub-grant mechanism, to increase
their capacities for improved organizational, financial systems, monitoring, engagement,
and participation of the groups in the HIV response for KP.
As part of pursing its mandate, the LINKAGES Lesotho Project is planning to enhance
the capacity of the sub-grant partners to provide high quality HIV testing services for
KPs, and to enhance use of available HIV Testing Services (HTS) among KPs in the
two districts of project implementation. The project is therefore seeking for services of
an individual consultant and/or a firm, to: 1) lead the design and development of a job
aid for the HTS lay counsellors to support provision of HIV testing services, and 2) lead
the design and development of Information, Education and Communication (IEC)
materials aimed to generate the demand and promote uptake of HIV testing services
among KPs targeted by the project.
II. Purpose of the Assignment
The overall objectives of the assignments are in two folds as follows:

1) To support design and develop a job aid for HTS lay counsellors that is user
friendly, and translated into the local language, specifically summarizing the
national HIV testing guidelines; and,
2) To support the design and development of IEC materials, targeting the KP
clients, to increase comprehensive knowledge on HIV and AIDS issues, and
other related co-morbidities that are affecting KPs in Lesotho, and to
communicate the importance of using available HIV testing and other HIV
prevention services among this group.
III. Scope of Work and Tasks of the Assignment
For achieving the above objectives, Pact Lesotho, under the LINKAGES Lesotho
Project, intends to engage a qualified and experienced individual and/or a team of
consultants to design and develop content and layout of the above-mentioned materials.
The scope of work and tasks of the assignment will be as follows:
1) Prepare and present an inception report detailing interpretation of the terms of
reference for the assignment, the technical approach and methods, and the
implementation modalities that will be used for achieving the objectives of the
assignment;
2) Hold an inception meeting with Pact Lesotho teams to review and agree on the
technical approach, methods, deliverables and timelines for completing the
assignment;
3) Undertake detailed consultations (separate for the job aid and the IEC materials)
with the key population groups, the Ministry of Health teams (i.e. District Health
Management Teams and central level teams), Pact-Lesotho teams, LINKAGES
Lesotho Project implementing partners, and other relevant stakeholders to
identify the specific information gaps and needs, to guide content development
for the job aids and IEC materials;
4) Design and develop the draft job aid, brochure and poster, with content and
pictures and/or artwork as applicable;
5) Submit the draft job aid, brochure and poster to Pact Lesotho for review and
inputs;
6) Pre-test the draft job aid, brochure and poster with relevant stakeholders;
7) Review and finalize the materials based on the pre-test exercise, including
finalizing the content, design and layout.
8) Submit the acceptable final deliverables in print-ready formats.
