Expression of Interest are invited for Development of Environmental and Social Performance Standards for the Ports of West and Central Africa
Objectives and scope:
Under the WACA Sustainable Ports Partnership, the World Bank Group is currently providing technical assistance to the Secretariat of the Ports Management Association of West and Central Africa (PMAWCA) on the establishment of a Charter on Ports Environmental Standards and its adoption by PMAWCAs twenty four member Port Authorities. The Charter was prepared and adopted by PMAWCAs managing board in November 2021. The Charter focuses on the creation and application of environmental standards pertaining to the following four main areas of port infrastructure and operation:
Coastal Erosion
Waste Management
Air Quality
Energy Efficiency
The World Bank now intends to proceed with the implementation phase, by assisting the ports in the achievement of the Charters standards as well as PMAWCA in monitoring their progress towards this objective. This will require:
i. designing a sustainability framework for PMAWCA ports alignment with international standards (e.g. Eco-ports, Green-Marine, etc.),
ii. identifying a set of potential hard investments, operational procedures and staff capacity building (awareness and training) for a sample of three member ports, to support their alignment with the framework, and
iii. developing a program to assess the ports progress towards achieving the Charters objectives, including baseline measurement, data collection plan, and sound performance indicators with scales and targets in line with international best practices, but adapted and realistic (achievable) to PMAWCAs members context and starting points
