Expression of Interest are invited for Development of a 6MW Power Plant for the Lagos State Government to be Located at Imota Rice Mill Imota Lagos.
1.0 BACKGROUND

The Lagos State Government (LASG) of the Federal Republic of Nigeria through the Ministry of Agriculture has embarked on the establishment of a Rice Mill Facility at the Imota Industrial Park site in Imota Lagos State.
As part of the State Government effort to ensure availability of adequate power supply to the rice mill, the state government is embarking on the establishment of a 6MW of power scalable to 10MW and 16MW respectively through a Power Solution Company for the operation and sustainability of the rice mill and other ancillary projects in the Imota Light Industrial Park.
For this purpose, the Lagos State Government is hereby seeking for Expression of Interest (EOI) from suitable firms for the Development of a 6MW Power Plant at Imota Rice Mill Imota Lagos State on a Build Operate and Transfer (BOT) arrangement.
2.0 PROJECT SCOPE

The Scope of Work shall include but not limited to:

• Development of a 6MW scalable Power Plant

• The feedstock to be considered for the Power Plant are

(i) Liquefied Petroleum Gas (LPG)

(ii) Liquefied Natural Gas (LNG)

(iii) Piped Natural Gas (NG)

(iv) Compressed Natural Gas (CNG)

• Operation and Maintenance of the Power Plant
3.0 REQUIREMENTS FROM INTERESTED PARTIES

• Evidence of Certificate of Incorporation with Corporate Affairs Commission (CAC)

• Profile of management team

• Evidence of registration with Lagos State Public Procurement Agency

• Evidence of Tax Clearance Certificate for the last three years (2016, 2017 & 2018)

• Evidence of financial capability/ availability of financial resources from reputable bank Abridged company Annual Audited Report for the immediate past three years (2016, 2017 & 2018)

• Detailed company profile with Curriculum Vitae of key officers. In case of a consortium Please include details of members and lead

• Verifiable evidence of successful completion of similar projects (letters of award with completion certificates).
4.0 SUBMISSION OF EXPRESSION OF INTEREST

The EOI documents shall be submitted in 6 (six) copies in a sealed envelope clearly marked “EOI – Development of a 6MW Power Plant for the Lagos State Government to be located at Imota Rice Mill Imota Lagos” and delivered to the address below not later than 12.00 pm, March 12, 2020.
