Language Fluency in English and Arabic are essential.
Description of the Assignment:
The overall objective of this assignment is to assist Ministry of Health and Ministry of Education and relevant Universities to develop national Midwifery and Nursing education Policy and strategic action plan with cost estimations per interventions.
Specific objectives of the planned intervention are to:
Prepare a National policy and strategic implementation plan for Midwifery and Nursing Education in Libya for 2020 - 2030; facilitate this through working groups sessions, brainstorming and visits to relevant subnational constituencies and academic institutions.

Cost the possible lines of interventions / develop investment scenarios for MOH and MoEd in Libya

Identify and propose ways of implementation through consensus building workshops with local partners and authorities.

Propose clear Institutional framework and setup required for the effective implementation of the strategic action plan.

Results To be achieved by the consultant:
Facilitate the formulation of evidence based National Midwifery and Nursing Education Policy and strategic action plan;
Libya-s national Midwifery and Nursing Education stewardship authorities are supported in drafting / developing a national strategic action plan and its relevant budget;
Ensure that MoH and Ministry of Education priorities for Midwifery and nursing education are reflected especially at subnational level;
Ways for implementation are clearly identified.
An Institutional development framework and relevant for the implementation, monitoring and evaluation is developed and proposed in consultation with government stakeholders.

Methodology: The methodology will not be limited to but could include a desk review conducted prior to arrival in Libya and a series of meetings with key stakeholders in health and education sectors in Libya.
Given the expertise already present in the country (Implementing Partners, Donors supported consultants, MoH and a number of valuable stakeholders) and the complexity of the Public Health System and Education system in Libya, the methodology will focus not only on a simple data collection and bilateral meeting but also on building consensus among the stakeholders already present and working in the country. The consultant will need to:
Review background documents that will feed into the development of the Midwifery and Nursing Education Policy and Strategic action plan with costed interventions.

Conduct a desk review/situation analysis to identify clinical, programmatic, technical and academic achievements and gaps in the existing practices. Also identify priorities that should be reflected in new Midwifery and Nursing Education Policies strategic action plan.

Lead the development of M&NE component for the strategic action plan and institutional development framework through working groups composed of participants from MOH, MoHEd, Universities, stakeholders, representatives from Private sector

Communicate with UNFPA staff to receive reports on the progress of the task force/working group or scientific committee formed within the MoH and / or MoEd. Consultant will be supported by UNFPA staff & MOH / HoEd in the arrangements and organization of meetings.

Draft framework for Midwifery and Nursing Education strategy revision (strategic plan, objectives, etc) that can be elaborated in consultation with stakeholders during first visit

Potential Schedule of work of the consultant should include the following:
Desk Review & Preparation for assignment location and an inception report.
Travel back and forth
Briefing at UNFPA and introduction to the Ministry of Health, Ministry of Education and relevant departments
Assignment at M&N Education Directorate - MOH; Relevant directorates of The MoEd and conduction of consultation & consensus building workshops; and modify a zero draft of policy, strategy and action plan per comments from stakeholders, consultation bodies, and UNFPA ASRO
Complete and Submit First Draft of the report & Strategy
Include final comments from ASRO, Technical relevant bodies in government and submit final neat version of Strategy to MoH, MoEd & UNFPA
Final accomplishment report to UNFPA
