Tenders are invited for Design, Supply, Delivery, Installation and Commissioning of a High-Performance Computing (HPC) System.
1. This Invitation for Bids follows the General Procurement Notice (GPN) for the Satellite and Weather Information for Disaster Resilience in Africa (SAWIDRA) project that appeared on-line on the African Development Bank Group’s website on November 2017.
2. The African Centre of Meteorological Applications for Development (ACMAD), based in Niamey-Niger, has received financing from the African Development Bank through the ClimDev Special Fund to support the cost of the SAWIDRA) project implementation. It is intended that part of the proceeds of this grant will be applied to eligible payments under the contract No. 01-2019-B/ACMAD/SAWIDRA for the procurement of “DESIGN, SUPPLY, DELIVERY, INSTALLATION AND COMMISSIONING OF A HIGHPERFORMANCE COMPUTING (HPC) SYSTEM”.
3. ACMAD now invites sealed bids from eligible bidders for the procurement of “DESIGN, SUPPLY, DELIVERY, INSTALLATION AND COMMISSIONING OF A HIGHPERFORMANCE COMPUTING (HPC) SYSTEM”:

5. A complete set of bidding documents may be acquired by interested bidders on the submission of a written application to the above addresses.
6. The provisions in the Instructions to Bidders and in the General Conditions of Contract are the provisions of the African Development Bank Standard Bidding Document for Procurement of Plant, Design, Supply, and Installation.
7. Bids must be delivered to the above physical office address before 10:00AM UTC time on 03th June 2019 and must be accompanied by a bid security of € 5, 000. The bid security shall be in the form of a bank guarantee and must be from a reputable bank.
8. Bids shall remain valid for 90 days after the deadline for bid submission prescribed above. 9. Bids will be opened in the presence of bidder’s representatives who choose to attend at 10:30AM UTC on 03th June 2019 at the offices of:
