for the selection of a design office for the monitoring and control of the work, the compliance of works and equipment of a priority sanitation program and drainage of the District of Abidjan and social support of a social connection countryside

1. The Ministry of Urban Safety and Sanitation obtained funds under the Second Contract of Debt Reduction and Development (C2D) signed between the French Republic and the Republic of Côte d`Ivoire to finance a program priority sanitation and drainage works in the District of Abidjan in Ivory Coast, and intends to use part of these funds to eligible payments under the technical assistance market in this notice for expressions interest.

2. The program is to carry out priority work to strengthen sanitation and drainage infrastructure in Abidjan. It includes:
- Rehabilitation (engineering and equipment) of 16 wastewater pumping stations of capacity from 5 m3 / h and 4900 m3 / h,
- construction of 3 new sewage pumping stations capacity between 68 and 270 m3 / h,
- carrying approximately 5800 ml of diameter discharge networks between 160 and 700 mm,
- carrying out about 14, 000 ml gravity collection networks diameter of between 250 and 1000 mm;
- the realization of about 2000 ml of rainwater and combined sewage networks;
- the achievement of social connections,
work will be allotted in several batches and their period of implementation will be 18 months. The works will be procured through open tender.
The detailed work program studies are underway. The allotment and the above description are indicative. In addition, the work may be adjusted to the available budget.



3. This notice for expressions of interest aims to solicit Consultants to be part of the short list (maximum of 6 candidates) for the limited consultation on the benefits described in paragraph below.

4. Project supervision of the services to be performed include:
a) the visa of studies and implementation plans made by the contractors, and the validation and monitoring of schedules of works;
b) Monitoring and control of all civil engineering works, supply and installation of new hydro-mechanical and electrical equipment to replace the old non-functional equipment and pipes:
• coordination between the work packages;
• the establishment of attachments works, meeting minutes site and site visits;
• the compliance of structures and equipment;
. • Assistance to the Client for the acceptance of works and commissioning of the facilities
c) monitoring of the Environmental Management Plan and social and Resettlement Plan of Actions (PAR) contingent on various areas;
d) social support to social connection program following the installation of tertiary wastewater network: conducting surveys, support the constitution for subsidizing files and sensitization campaigns on hygiene and sanitation.

5. The National Office of Sanitation and Drainage (NADO), acting on behalf of the Ministry of Urban Safety and Sanitation as Client`s Representative, invites interested candidates to express their interest in the mission described above. Consultants may associate to enhance their qualifications.

6. The Consultant will present experiences in the following areas (a reference that may concern several areas) conducted in urban areas (at least 500 000 inhabitants) within ten (10) years:
- Technical studies APS or APD and DAO rehabilitation or building networks of sewage large (collectors, major collectors, interceptors, repressions, outfalls, etc.) including pumping stations / tilt wastewater;
- monitoring and control of urban works,
o-laying wastewater systems large (collectors, major collectors, interceptors, repressions, outfalls, etc.);
o or / and rehabilitation, network building or construction of rainwater (street collectors, evacuation channels, basins of storms, storm drains, outlet, bar screen, plug and waste water, etc.).
- monitoring and control of work, urban construction or rehabilitation of wastewater pumping stations or water lift storm;
- social project management Benefits: production of water awareness campaigns, hygiene and sanitation in urban areas, if possible in sub-Saharan Africa.

7. Consultants should provide relevant information indicating that they are qualified to perform the services requested include:
- Presentation Brochure,
- References for performing similar missions: characteristics and cost of the work and made missions, role in groupings potential (agent, subcontractor, ...). The Consultant will justify these references by providing certificates of satisfactory execution or if the cover page (with reference and amount) and the contract signature page relating to the references presented and / or, as the pooling arrangement in case association with other offices or consultants. The information used to assess the similarity of the reference must necessarily be indicated (amount of work, benefit amount, percentage achieved by the Consultant as part of a consortium agreement, implementation period, the agglomeration size, type of work, work year, customers, human resources mobilized etc ...). The description of services actually rendered (design, assistance in project management, monitoring and control, social support etc ...) must be sufficiently explicit and the Consultant shall specify if the work was performed or not. References in SSA will be valued. The amount of contracts will be considered for evaluation. For the social project management, references subcontractor may be taken into account. In this case, the consultant will submit a tender with the same subcontractor in the application to the call for expressions of interest.

8. Consultants should not be included in the expression of interest resumes or work methodology. Candidates can only respond in a consortium or with subcontractors (one subcontractor can be mobilized in several applications).

9. To confirm their eligibility for funding from AFD, candidates must enclose with their application the Integrity Statement (see Appendix 1 to the procurement directives markets AFD, see link below) duly signed.

10. Consultants will be selected in accordance with the procedures defined in the "Guidelines for the award of contracts financed by AFD in foreign countries" (cf. http://www.afd.fr/webdav/shared/L_AFD/Opportunites_d_affaires/ guidelines-Procurement-Marche-Etrangers.pdf United ).

12. Expressions of interest must be submitted in French in five copies, one original and one digital version (CD or USB) to the address below no later than 18 October 00 at 10 am (GMT) and wear the words "expression of interest for technical assistance for the monitoring and control of the work of a priority program of sewerage and drainage in the District of Abidjan."
