Delivery of a command and communications vehicle The subject of the order is the delivery of a command and communications vehicle. The vehicle and the equipment installed on it must be brand new, unused, undamaged, and not encumbered with the rights of third parties, the first quality. A detailed description of the subject of the contract, specifying the minimum requirements set by the Ordering Party regarding the subject of the contract, is included in Annex No. 1 to the SWZ: "Description of the subject of the contract", and the detailed implementation conditions are included in Annex No. 7 to SWZ: "contract template". The declarations and documents that contractors are obliged to provide in order to demonstrate the lack of grounds for exclusion and confirm that they meet the conditions for participation in the proceedings are described in Chapter IX of the SWZ. 1. The Ordering Party provides application of the so-called reverse procedure referred to in Art. 139 section 1 of the Public Procurement Act, i.e. the Ordering Party will first examine and evaluate the offers, and then make a subjective qualification of the Contractor whose offer was rated the highest, in terms of the lack of grounds for exclusion and meeting the conditions for participation in the proceedings. 2. Pursuant to Art. 257 of the Public Procurement Act, the Ordering Party provides for the possibility of invalidating the proceedings in question if the public funds that the Ordering Party intended to allocate for financing of all or part of the contract were not awarded. 3.
