1. Company overview
A. GIZ Economy and Employment Promotion Programme (Eco Emploi) – 2016 - 2019
Rwanda has maintained steady growth and macroeconomic stability for the past 15 years, between 2002 and 2016 real GDP growth averaged at about 9% per annum. However, the rate of unemployment and underemployment is high and most of those in employment still work in poorly paid positions, above all in agriculture. The vast majority of youth leave schools hardly equipped for the labor market. A strong middle class that could provide for a solid foundation for the country’s economy does not exist.
The program Eco-Emploi is part of the priority area “Sustainable Economic Development” of the Rwandan-German Development Cooperation and will be implemented between June 2016 and December 2019. Eco-Emploi embodies an integrated approach of technical and vocational education and training, labour market interventions and private sector development. It supports the economic sectors ICT, E-commerce/ logistics, wood economy, tourism and creative industries [above all audio-visual business]. The economic empowerment of women and people with disabilities are a cross-cutting effort in all activities of the program. Eco Emploi’s success is mainly defined by the amount of jobs that are created through the program’s activities.
B. YEGO
YegoMoto is a company that provides a mobile transport innovation for emerging markets through motor taxis. Yego in Rwanda has the vision to build up the first professional female moto taxi cooperative in Africa. To make this possible a specialized female driving academy needs to be established
In 2016, Kommlabs Pte Ltd (Singapore) established a fully-owned subsidiary, Yego Innovision Ltd, in Rwanda. Yegomoto was launched in September 2017 as a proof of concept in the city of Kigali, Rwanda, designed for African Nations.
In February 2018, after a successful proof of concept, Yego Innovision received a license from RURA to install Intelligent Connected Fare Meters on all Moto Taxis in Rwanda. This makes Yego Innovision Ltd. the world’s first government-licensed IoT platform for motorcycle taxis.
2. Background to the assignment.
Rwanda not only shares the high unemployment rates with EAC member states but also the Africa continent as a whole with youth unemployment accounting for over 17.9% (LFS 2018). Women strongly struggle to find sufficient and good decent work. This is a fact that is informed by the high involvement of women in subsistence agriculture in Rwanda. Currently, women are still experiencing different barriers to employment opportunities including low household bargaining power, poor access to finance, less access to post-secondary education, skills gap amongst others.
A well-functioning and safe transport is a key challenge for all cities but in particular, the sub-Saharan African cities which are the fastest growing in the world. Kigali is not, of course, a lonely island and the city has in recent past experienced an increase in congestion following rapid urbanization rates and a sharp increase in private cars wherein only six years only the number of registered cars in Rwanda doubled to over 183, 000 in 2016. Traffic congestion leads to severe economic, environmental and public health consequences. The government of Rwanda has acknowledged the importance of transportation by investing heavily in road and transport infrastructure. However, a comprehensive urban transport system is yet to be established. To improve public transportation, the government passed the strategic transport master plan in 2010 with the goal to systematically assess existing problems and derive infrastructure policies.
Yego Innovision Ltd has launched an innovative mobility solution for the emerging markets where clients can use mobile-based solutions to access both car and motor taxis service. YegoMoto provides a solution for safe and easy motor transport since the motor drivers are well trained and passengers are relieved of the negotiation burden since the trip fees are calculated automatically by the mobile-based solution. In February 2018, after a successful proof of concept, the company got licensed from Rwanda Utilities and Regulatory Authority (RURA) to install Intelligent Connected Fare Meters on all Moto Taxis in Rwanda. This makes Yego Innovision Ltd. the world’s first government-licensed platform for motorcycle taxis and this has earned the company different awards including being listed seventh among top 10 most innovative companies for 2019 in the whole world.
Besides of that, Yego has a clear vision of establishing the first professional female moto taxi cooperative in Africa where Rwanda will contribute as a pilot to this vision provided her international reputation as one of the most gender-sensitive nations globally. To make this possible, Yego and GIZ has formed a partnership to not only run a professional driving training program for women but also encourage and empower women to develop a career in this mode of transport which has a huge potential in both Rwanda as well as the rest of the continent. The training program intends to graduate 200 girls/women by December 2019 across Kigali city and in its neighborhood.
It is on the above background, GIZ/YEGO is looking for an experienced and professional driving institute/institute to provide professional driving classes both theory and practical sessions.
3. Assignment objectives
The main objective of this assignment is to deliver professional motorcycle driving lessons to female drivers, which are mostly beginners. A combination of both theory and practical classes should equip the female drivers with both road safety rules and professional driving skills.
4. Scope of work
Theory classes and practical driving lessons will be offered to females motorcycle drivers most of whom are beginners. The service provider should make sure that latest October 30th, 2019, 200 females have acquired a driving license (category A).
To better fulfill the tasks and deliver on the expected responsibilities, the driving institute/school will take full responsibility for:
The package I: Classes on safety and traffic rules;
Deliver theory classes on safety and traffic rules based on the 2002 presidential decree regulating traffic on the public highways, pedestrians, vehicles and other loaded or mounted draught animals and livestock.
Evaluating the progress of the female drivers on a daily basis to measure progress, identify barriers to learning and design action to overcome barriers
Buy and distribute safety and traffic rule books to all women drivers.
Organize daily written tests on safety and traffic rules for each class and do their evaluation.
Avail at classrooms which will be used in the entire period of the assignment.
Set preparatory tests on traffic rules after for instance 15 days of study per class in order to pass out drivers who are ready for the provisional driving license tests. The drivers who fail the first test, should be accommodated into the remaining groups for further preparatory lessons.
Consistently keep a record of participation of individual female drivers and consult project coordinators in the case of repetitive absences.
Ensure that the lessons are planned and delivered in a highly participative and interactive manner and responsive to the request and suggestions of the drivers
Other related tasks based on need and agreement
Package II: Motorcycle practical driving lessons
Develop and deliver practical motorcycle driving lessons based on WDA driving curriculum REQF level three.
Conduct preparatory practical motorcycle driving lessons ahead of passing out drivers for the official national driving license tests.
Avail training space and motorcycles that will be used in the entire period of the assignment
Evaluating the progress of the female drivers on a daily basis to measure progress, identify barriers to learning and design action to overcome barriers
5. Key deliverables;
Motorcycle driving curriculum developed and in accordance with WDA driving curriculum REQF level three.
Avail training space for driving and classrooms for the entire period of the assignment.
Secure insurance cover for drivers in entire period of the assignment.
Avail all equipment e.g. motorcycles, relevant accessories, helmets, etc. for smooth delivery of the assignment.
Books on safety and traffic rules available and distributed to all target number of female drivers.
Deliver theory classes on safety and traffic rules and practical motorcycle driving lessons
At least 200 women get driving license (category A) latest October 30, 2019.
Final report with assessments of each trainee with scores plus relevant recommendations
6. Remuneration for the assignment
The main achievement indicator of this assignment is availing 200 female drivers with a driving license (category A) latest October 30, 2019. The successful institute/school will be paid per each driver who has got the driving license (category A).
7. Reporting and cooperation.
The driving school will report to the project coordinator of the driving training program. The instructor should also regularly provide basic information/feedback of the training to YEGO and GIZ (attendance and any other challenge faced in the process of the assignment) through project coordinators.
