Planning, construction and operation of a gigabit network in the economic gap model of all advertised addresses based on the Gigabit RL 2.0. The subject of this selection process is the award of a service concession for planning Construction and operation of a gigabit network in the economic gap model according to section 3.1 of the Gigabit Directive 2.0. The aim of this measure is to provide the expansion areas with gigabit-capable broadband connections with data transfer rates of at least 1 Gbit/s symmetrically at peak load times for all end users of the advertised addresses in the expansion area, whereby the upload and download rates must at least double. The expansion area is determined in detail "B-Service Description" and its appendices, in particular the maps of the expansion area (B1, B1.0 to B1.8) and the address lists (B2, B2.1 and B2.2). Reference is made to the information in the supplementary documents for this selection process (see Listing in “A-General Procedural Conditions” Section 4); The following applies in particular: a) Technology neutrality The concession provider makes it clear that this selection process of the gigabit network to be built and operated has bandwidths of at least 1 Gbit/s symmetrically to peak load conditions in a technology-neutral manner within the meaning of paragraph 117 of the state aid guidelines EU2023/C 26/01 (sections 5.2.4.1, 5.2.4.2) and Section 5 (7) Gigabit-RR 2.0, hence the designation chosen here as "Gigabit network", the name of the network levels etc., the representation of the network structure and definition of the material concept 5.0.2, point 2, page 5 f., but this applies accordingly when using other technologies to expand and operate the gigabit network can be seen analogously. b) Establishment and operation of a network for gigabit supply The purpose of the Gigabit Directive 2.0 is to support an effective and technology-neutral gigabit expansion to achieve an ecologically sustainable, ...
