Request for Expressions of Interest for a survey firm to provide data collection support for an Impact Evaluation on land certification and womens property rights in Côte dIvoire
The World Banks Africa Gender Innovation Lab (GIL) is conducting two nested randomized Controlled Trial (RCT) impact evaluations, covering a large-scale land certification program and two interventions to strengthen womens property rights in rural Côte dIvoire.
Customary norms and institutions hold sway in legal pluralist contexts across Sub-Saharan Africa. Women in these settings tend to have weaker rights than men over the acquisition, division, and inheritance of assets that are central to productivity and welfare. The World Bank Africa Gender Innovation Lab (GIL), in the context of the implementation of the World Bank Land Policy Improvement and Implementation Project (PAMOFOR), is seeking to implement two interventions with the intent to strengthen womens property rights and to clarify and to formalize land use contracts in rural Côte dIvoire.
As part of a rigorous evaluation of the aforementioned interventions, GIL is looking for a qualified contractor to conduct a baseline survey of potential beneficiaries for these programs. In a first step, a systematic listing should be conducted in approximately 480 villages across sixty sous-prefectures in the regions of Agneby-Tiassa, La Mé, NZi Comoé, Bafing, Indénié-Djuablin and Sud-Comoé to identify eligible (landowning) households. Then, the contractor will be expected to survey approximately 4, 240 randomly sampled eligible households.
The majority of household surveys will consist of short modules on perceived tenure security, land conflict, agricultural production, crop choice, investment in land, and input usage; assets, revenue and social cohesion addressed to the household head. In approximately 2, 356 of these households among which GIL will roll out the interventions both the household head and their spouse should additionally be surveyed on gender roles, decision-making, and negotiation, psychological wellbeing and intimate partner violence.
Working under the supervision of the World Bank, the selected firm will be expected to: (i) manage, edit as needed, and translate questionnaires; (ii) develop a high-quality system of electronic data collection; (iii) hire, contract, and pay interviewers, supervisors, data editors and back checkers; (iv) conduct a comprehensive household listing and submit the data to GIL for sampling (v) collect data from respondents in the sample provided by the GIL research team using tablets; (vi) gather administrative data on conflict statistics from relevant village-level institutions when available (vii) organize field visits and questionnaire backchecks throughout the duration of the survey to ensure the quality of data collected; (viii) deliver raw data to the GIL research team every 3 days throughout the data collection period, in a format compatible with STATA; (ix) deliver a report on the overall progress of the data collection, data compilation, backup methods and data processing, and a final clean STATA-compatible dataset.
Interested firms should provide information demonstrating that they have the required qualifications and relevant experience to perform the services. The shortlisting criteria are: (i) experience in electronic data collection; (ii) experience in household listing to determine eligibility (iii) experience in data collection on land rights, agriculture and/or womens empowerment-related outcomes; (iv) experience and ability to manage logistics, as well as the required equipment and staff necessary the carry out the survey; (v) local presence, including an in-country office; (vi) experience in creating and managing databases.
The expression of interest may include brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc. The description of similar assignments should include precise information on sample sizes and type of data collected (quantitative or qualitative, indicators included, etc.)
