The World Bank has launched a global initiative to track the responses to and socio-economic impacts of COVID-19 on individuals and households using high-frequency phone surveys in over 100 countries. The questionnaires are based on a global template, adapted to country-specific circumstances and needs. Two rounds of the Sierra Leone COVID Impact Monitoring Survey (CIMS) have already been carried out in Sierra Leone under a collaboration between the World Bank, UNICEF and Statistics Sierra Leone.

The objective is to conduct a third round of the CIMS in Sierra Leone consistent with the conditions and parameters below.

COVID-19 Impact Monitoring Survey of Households

I. Background and Objectives
1. The Government of Sierra Leone has taken proactive measures to curb the spread of COVID-19 in Sierra Leone. These measures appear to have been effective: case levels have remained low and spikes in case numbers have been quickly brought under control. However, both the containment measures put in place by the government and the downturn in the global economy have had negative economic and social impacts on households in Sierra Leone. Schools were closed for six months and there have been disruptions to health care services. Restrictions on international travel and movement within the country have been in place, inhibiting the mobility of people and goods, disrupting economic activities and resulting in higher prices.
2. The World Bank has launched a global initiative to track the responses to and socio-economic impacts of COVID-19 on individuals and households using high-frequency phone surveys in over 100 countries. The questionnaires are based on a global template, adapted to country-specific circumstances and needs. Two rounds of the Sierra Leone COVID Impact Monitoring Survey (“CIMS”) have already been carried out in Sierra Leone under a collaboration between the World Bank, UNICEF and Statistics Sierra Leone.
3. The objective is to conduct a third round of the CIMS in Sierra Leone consistent with the conditions and parameters below.
II. Scope of Work
4. The third round of CIMS will interview 7500 households using computer-assisted telephone interviews. The fieldwork is expected to take between 2 to 4 weeks in April 2021 and involve between 30 to 100 interviewers. The data will be collected using tablets that allow the data to be transmitted to the World Bank on a server or the cloud.
5. The World Bank has 100 Samsung Galaxy Tablets running Android that will be made available for this exercise. The selected firm may use these tablets and return them to the World Bank upon completion of the data collection. If the firm wishes to use their own devices or a different data entry system that cannot run on the World Bank tablets, the firm will be responsible for providing the devices itself.
6. Designing and implementing the survey requires both technical and logistical capacity in the selected firm. Firms that are strong on the logistical capacity but may not have strong technical capacity should still apply since the World Bank can provide the technical services. However, the firm should clearly state what specific services and deliverables it can and cannot provide.
7. The technical components require the firm to have extensive experience in designing, monitoring and handling surveys (in person and/or phone-based) in Sierra Leone. The firm will develop the detailed strategy for sampling, finalize the questionnaire, develop the data entry system and install it on devices, provide technical inputs to training, monitor the technical quality of data during data collection, and produce the final, minimally cleaned data, as well as fully cleaned and labeled data in Stata format.
8. The data collection component requires that the firm must have experience conducting surveys in Sierra Leone in local language(s), either in-person and/or using computer-assisted phone interviewing format. The firm is responsible for organizing and directly carrying out the phone interviews based on the sample, questionnaire and surveying technique approved by the World Bank.
9. The data collection responsibilities of the firm include: (i) develop procedures that will ensure correct and consistent administration of the questionnaire in Krio and possibly other local languages; (ii) pre-testing the questionnaires; (iii) hiring (if necessary), compensating and training the skilled phone survey supervisors and interviewers (knowledgeable of local languages); (iv) conducting a pilot survey and revising the questionnaire or data collection technique based on the findings of the pilot survey; (v) preparing the survey implementation documentations (interviewers manual/scripts and survey protocols); (vi) conducting and supervising the survey implementation; (vii) setting up and ensuring the quality control of survey process and (viii) preparing a database with the survey data and ensuring its confidentiality.
A. Sample (Technical)
10. The first round of the CIMS interviewed 7, 369 households, drawn from three sources: (i) households interviewed during the 2018 Sierra Leone Integrated Household Survey, (ii) random currently active phone numbers supplied by the mobile network operators (MNOs) and (iii) households selected for the Emergency Cash Transfer program (implemented by NaCSA with financial and technical support from the World Bank.) In the second round, 5, 685 of these households were re-interviewed.
11. The third round will re-interview as many of these households as possible, and also expand the sample to reach a total of at least 7, 500 households, aiming the district level representativeness of the sample. Additional households will be selected by calling random numbers provided by the MNOs. All the contact information for households from the previous rounds, additional random phone numbers and contact information of new SSN households will be provided. The additional sample will focus on households outside of major urban areas and try to expand the percent of female respondents to 50% (compared to 45% in round 2). Based on experience from the first round with dialing random phone numbers, we expect that for every 1000 households added to the sample from random phone numbers, approximately 5900 random numbers will have to be dialed, and 2700 very short screening interviews (explaining the survey, asking location and gender, obtaining consent to be called back) conducted.
12. The firm will be responsible for developing a detailed sampling strategy to expand the sample (the World Bank can provide up to 20, 000 random phone numbers provided by the MNOs).
