Design, Authorization Supervision and Implementation. of construction works for of gas expansion. for charging compressed natural gas vehicles. gas for own. area needs. of the Subsidies "Zemljane", "Malashevtsi" and "Drujba", in VI.3) The subject of this public procurement is the assignment of a contractor for drawing up a detailed project, author's supervisionand execution of construction according to the project for construction of extensions of filling stations for filling of compressed natural gas vehicles for own needs on the grounds of Zemmlya Bus Station, Malashevtsi Bus Station and Druzhba Bus Station owned by "Stolichny AutoTransport" EAD. The order includes the following activities: preparing and agreeing on-a working investment project; construction, implementation of author's supervision during construction, commissioning of the sites - preparation and transmission of the executive documentation and receipt of the Permit for use according to the TDA, meeting the requirements of the Contracting Authority, detailed in Tech. specification (Annex 1, integral part of the OP documentation). The subject nand the present public procurement is divided into three lots:
Main Site: Zhemiane Bus Station - Sofia, 21 Zhitnitsa Str.
The execution of the subject of the separate item includes the following activities, meeting the requirements of the Contracting Authority, detailed in the Technical Specification (Annex 1, integral part of the tender documentation), namely: delivery andfitting of a new compressor module with a capacity of not less than 800 Nm / hr at an inlet pressure of 6.0 bar and an outlet pressure of 250.0 bar. The compressor module should be installed in the existing compressor compartment; supply and installation of a new expansion group 250.0 bar along the gas path after the new compressor; CEMs and auxiliary materials for changing the places of some of the existing facilities in the compressor chamber- internal buffer and dryer - to provide installation space for the new compressor and expansion group; reconditioning the low pressure pipeline so as to provide power to the new compressor module. At the entrance of each compressor, except for all other fittings, there must be a manual shut-off valve and a manual reversible muffler. At the entrance to the compressor room there must be-separating valve; construction of new high-pressure gas pipelines for the connection of the facilities - compressor module, expansion group, column; construction of a new high-pressure gas pipeline from the new compressor outlet to the entrance of the existing external buffer with a capacity of 9.5 m (1, 910 m at 200 bar); building a foundation for the new compressor, incl. crashing existing pavement, evacuatedis also the disposal of construction waste, shuttering and decking; the new compressor must be fitted with a control panel to provide electrical power to all new equipment and their control in a way that ensures complete automatic and fault-free operation; construction of a LV wiring line from the transformer output to the control panel of the new compressor module. For example, the cable line must be provided with all necessary activities and accompanying facilities, incl. earthing installations - demolition of existing flooring, removal and disposal of construction waste, shuttering and decking, pipes, shafts, hoses, constructions, etc .; all necessary power and control cables between the compressor, the control panel and the column, cable routes; building new pipelines between the new compressor and the second charging column, which is not currently in use, incl. high pressure gas pipeline, medium pressure gas pipeline, scrubber, and compressed air line. The price includes all necessary activities - breaking of existing flooring, transport and disposal of construction waste, formworkand decking, pipes, shafts, hoses, structures, etc .; of the existing second double column, which is not currently in use, the column and flow meter status have to be evaluated as they have not been used for 10 years. In case the column is not correct or can not be repaired, the delivery of a new column or flow meter will be subject to further negotiation; the project, It should include the reconstruction of the existing water and sewerage system by providing and building fire hydrants at the required facility distances and thus providing the necessary water quantities for fire fighting. The price includes all the necessary activities - breaking existing pavement, transporting and disposing of construction waste, shuttering and deckingis, pipes, shafts, hoses, structures, etc .; provision should be made for the provision of hand-held fire-extinguishers prescribed by the regulations. The participant should be entered in the commercial register and / or in the relevant professional register, and in the case of non-residents - in analogous registers under the law of the Member State in which they are established (the criterion is applicable to allSeparate items). Required minimum level under p. 1: The participant and / or the third person and / or his subcontractor engaged in constructionthe construction works of the contract must be entered in the Central Professional Register of Builders (TSRC) to the Chamber of Builders in Bulgaria for construction works of:
1. First group: high-rise construction (residential, public servicing, industrial), its adjacent infrastructure, electronic communications networks and facilities according to Art. 5, para. 1, item 1 of the Rules of Procedureand for entering and keeping the Central Professional Register of Constructors (PIRVPPR), first category of construction according to Art. 5, para. 6 (1) of the IPPCPRP and for a foreign participant in a similar register under the law of the Member State in which it is established or of another State party to the Agreement on the European Economic Area. Registration should be subject to pre-registrationstage of the order - first group, first category. Third group: construction of the energy infrastructure according to art. 5, para. 1, item 3 of the Regulations for the procedure for entry and maintenance of the Central Professional Register of Constructors (PIRVPPR), first category of construction according to Art. 5, para. 6 (3) of the IPPCPRP, and for a foreign participant in a similar register under the law of the Member State, in-or another State party to the Agreement on the European Economic Area. The registration shall correspond to the subject of the procurement - third group, first category.
Note: The participant fills in box 1 of section A "Fitness" of Part IV: "Selection criteria" by EEDOP. the contracting entity requires the participant to confirmthe following documents (for proof of fitness for professional activity): a certified copy of a certificate for entry in the Central Professional Register of Builders (TSRC) to the Chamber of Builders in Bulgaria for the execution of Group I constructions, first category and third group, first category, according to the Regulations for the entry and watering rulesis the Central Professional Buildings Register (PIRPPPR). The participant must have professional liability insurance for design and construction in accordance with Article 171 of the Spatial Development Act (PPA) .The foreign participants in the procedure submit an equivalent documentin accordance with the legislation in force in the country in which they are registered (the criterion is applicable to all lots).
