Framework agreement for supply and delivery of thermal paper items

Open procedure in electronic form for the establishment of a framework agreement for the supply and delivery of thermal paper items for Poste Italiane and Postel S.p.A. divided into 2 lots not cumulative. The characteristics of the supply are detailed in the CSO part II (Technical specifications, Technical specifications.

a) C.C.I.A.A. or equivalent organization in the case of companies belonging to the EU;

b) non-existence of all the grounds for exclusion pursuant to art. 80 of Legislative Decree 50/2016 as referred to in art.133, co. 1, of said decree.

C) specific turnover relating to activities concerning the object of the tender (articles in thermal paper), carried out in the last 3 financial years approved on the due date for the presentation of the application / offer, not lower a total of:

- lot 1: 1 400 000.00 EUR,

- lot 2: EUR 900 000.00.

In case of participation in more than one lot, the companyecipante must have the turnover for the highest lot.

It should be noted that in case of participation of RTIs / consortia, all the companies involved must sign a request for participation / offer, as better specifiedspecified in the CSO Part I Method of Participation.

Tender carried out with electronic tools support pursuant to art. 52 of Legislative Decree 50/16. The interested companies will have to previously and compulsorily request the authorization to the portal www.posteprocurement.it.

To participate in the tender Companies must possess the minimum technical equipment indicated in: https://www.posteprocurement.it/esop/tlp-host/public/poste/web/dotazione_tecnica.jst.

In case of availment of economic-financial technical capabilities of other subjects pursuant to art. 89 of Legislative Decree 50/16, the participating company, either individually or in RTI / consortium, will have to provide with a request to participate / offer the provisions of the art. 89 and from the documentation as per CSO Part I.

In case of participation in RTI, each member must certify in the declarationcompliance with the requirements set out in points: III.1.1, lett. a) and b), III.1.3, lett. f).

The requirement referred to in point III.1.3, lett. e) must be owned entirely by one of the companies in the grouping.

The requirements referred to in point III.1.2 lett. c), and III.1.3, letter d), can be demonstrated by the overall documentation produced by the individual Companies grouped together and each PAParticipant must declare the specific contribution of the same for the purposes of achieving the same requirements.

The agent must have at least 60% of the amount referred to in point III.1.2, lett. c), III.1.3, letter d) - that of each principal company may not be less than 20% of each individual requirement referred to in point III.1.2, letter c), III.1.3, lett d).

In each casethe RTI, as a whole, must possess at least 100% of the requisites required.

In the case of ordinary consortia, at least one of the associated companies must meet the requirements of agent, while the others must meet the requirements for the principal / i.

Subcontracting pursuant to art. 105 of Legislative Decree 50/16, without prejudice to the prohibitions and legal limits.

Without prejudice to art. 32, co. 7, of Legislative Decree 50/16, Poste has the faculty to request proof of possession of the declared requirements and the company / RTI will have to supply what requested within the term indicated by Poste. The negative outcome of the verification will result in exclusion from the tender. In the case of successful awarding, the right to proceed with the awarding of the tender to the next competitor in graduateria

Poste reserves the right at any time not to continue, in whole or in part, the completion of the tender and / or to award it in part.

The completion of the tender procedure does not constitute for Poste any obligation to entrust the service in its together or in part and in no case the competitors, including the successful tenderer, will be entitled to any compensation, remuneration, reimbursementor indemnity for the presentation of the offer.

Poste has the faculty not to proceed with the award if no offer proves convenient or suitable in relation to the object of the contract / framework agreement. Post has the right to proceed with the awarding in the presence of only one valid offer or in the case of only 2 valid bids remaining in both cases of application of the art. 95, co.12, of Legislative Decree 50/16.

For the verification of anomalies, Poste will proceed pursuant to art. 97 of Legislative Decree 50/16.

Poste reserves the right to avail itself of the faculty pursuant to art. 110 of Legislative Decree 50/16.

Ex art. 216, co. 11, of Legislative Decree 50/16, the successful tenderer will have to pay within 60 days from the awarding of the reimbursement to the customer the expenses incurred for the publication of the notice in newspapers estimated at 6, 000.00 EUR over IVA that will be reimbursed in a manner indicated by the Post Office. The successful tenderer will be required to send proof of payment.

The estimated maximum value of the framework agreement is indicative and not, in any way, binding for Poste, nothing can claim the successful tenderer in the case of credit lines for an amount lower than the estimated one.
