Supply of inspection systems for wire and hologram production plants.
Main Site: Foggia factory, Via Leone XIII 333, 71100 Foggia (FG).
Supply of eleven inspection systems for carrying out process and product control by integratingon production plants (rotogravure printing press, vacuum metallizer, hot embosser, strip cutting machine, wire cutting and reeling machine and hologram cutting and coiling machine) for the production of safety elements, such as wires and holograms for high security products such as, for example, banknotes, passports and others dequivalent to them.
The offer must be accompanied by a guarantee of 2.00% of the contract amount, corresponding to EUR 22 000.00 (twenty-two thousand / 00), established at the tenderer's choice according to the forms and the modalities pursuant to art. 93 of Legislative Decree no. 50/2016. The guarantee must expressly provide for: - the renunciation of the benefit of the prior enforcement of the principal debtor,
the waiver of the exception under Article 1957, paragraph 2, of the Civil Code,
the operation of the same guarantee within fifteen days, at the simple written request of the contracting authority,
the validity for at least 180 days starting from the date presentation of the offer.
Pursuant to art. 93, paragraph 8, of Legislative Decree no. 50/2016 the offer must also be accompanied, under penalty of exinclusion, by the commitment of a guarantor to issue the surety guarantee for the execution of the contract, as per art. 103 of Legislative Decree no. 50/2016, if the bidder appears to be a trustee, with the exception of micro-enterprises, small and medium-sized enterprises and temporary groupings or ordinary consortia consisting exclusively of micro-enterprises, small and medium-sized enterprises; said commitment must be presenteven if the guarantee is issued in the form of a security deposit. The offer must also be accompanied, pursuant to art. 93, paragraph 5, of Legislative Decree no. 50/2016, by the commitment of the guarantor to renew the guarantee for a further 180 days, in the event that at the time of its expiry the award has not yet taken place, at the request of the contracting authority in theor of the procedure. To be able to benefit from the reduction of the amount of the guarantee pursuant to art. 93, paragraph 7, of Legislative Decree no. 50/2016, competitors will have to upload the certification of the aforementioned article onto the system. In case of cumulative reductions, the next reduction must be calculated on the amount resulting from the previous reduction. It is specified that in cIn the case of micro-enterprises, small and medium-sized enterprises, the 50% reduction of the amount of the guarantee is applied, and its renewal can not be combined with the reduction envisaged by art. 93, paragraph 7, first sentence, of Legislative Decree no. 50 / 2016.
The tender procedure will be entirely managed on the IPZS telematic purchasing system accessible at www.eproc.ipzs.it, pursuant to art. 58 of the D.Lgs. 50/2016; to participate, the interested companies will therefore have to previously and compulsorily register on the portal www.eproc.ipzs.it according to the procedures described in the tender specifications. The duration of the contract may be extended, pursuant to art. 106, c. 11 of Legislative Decree 50/2016, for the time strictly necessary to complete the procedures necessary for identificationof a new contractor. In this case the contractor will be required to perform the services provided in the contract at the same prices, terms and conditions or more favorable for IPZS. The provisions concerning the procedure for submitting the required documentation, as well as the indications regarding the procedure, are contained in the call for tenders and the specifications for the tender.send. These documents can be found in electronic format on the website www.eproc.ipzs.it in the section relating to the tender procedure. Any additional information and / or clarifications concerning the subject of the contract and / or the procedures for participation in the tender may be requested using the appropriate section of the system for the tender in question. Requests, which must be formulatedin Italian, must be received by 12:00 on 31.1.2018. The opening operations may be followed by each participant in the procedure also by connecting remotely to the IPZS telematic purchasing system. The competitor accepts to receive the communications referred to in art. 76 of Legislative Decree 50/2016 in the special section of the system for the tender in question, as well as indica the alternative elected domicile for the aforementioned communications in the case of unavailability of the system and in any case in which IPZS considers it appropriate. This call for tender does not in any way bind the contracting authority, which reserves at any time the right not to proceed with the procedure, to suspend it and / or cancel it or to extend its terms, without the conchorrors may make any claims in this regard. The Institute also reserves the right to:
not proceed with the awarding of contracts where a medium term has intervened, a Consip convention whose economic conditions may prove to be cheaper than those resulting from the outcome of this procedure, withdraw at any time from the contract where intervenes, successivelyto the stipulation, a Consip agreement whose economic conditions should be more convenient than those of the contract stipulated and the contractor does not consent to an amendment in line with these conditions, after payment of the services already performed in addition to the tenth of the services not yet performed .
