Tender is an integrated project portfolio management (PPM) standard software with customization services. The system will be the future central solution in support of the IT-Multiproject- and the IT-project management at the state capital Muenchen (LHM).

The subject of the tender is an integrated Projektportfoliomanagement (PPM) standard software with installation and customization services. The system will be the future central solution for the support of IT multi-project and IT project management at the City of Munich (LHM) and covers the areas of project portfolio management, project resource management and project management. The client wants to acquire eThe planning phases and processes for IT project and IT multiproject management are today performed by the units of the LHM in different ways and with the help of five different tools and various Excel / Calc Lists supported. The "MPM tool"the process variants underlying the existing tools must equally support (for example, in resource planning, some areas plan their resource needs on a generic basis, while other areas plan at name level.) A unification of the processes in tool introduction is currently not planned, but not excluded.
Tuee existing tools are to be replaced and partly migrated, and in the future the LHM projects can be planned and managed more efficiently and effectively, the planning and allocation of resources should be improved and optimized from a nationwide point of view.
In addition to the delivery of the software incl the required licenses for about 1320 potential users for BIn 5 environments, software maintenance, installation and commissioning, a service quota is required to adapt the software to the needs of the client and to educate users. Services are called by the client by means of individual calls as individual services or works.
The subject of the order is the delivery of an integratedProject Portfolio Management (PPM) Standard software including the necessary licenses to operate in five environments (production, test, development and two training environments) for approx. 1350 potential users of the client and documentation in German (Installation Manual, Operations Manual, Administration Manual, User Guide), continue to maintaing, service and support over 4 years including 3rd-level support, initial training for technical administrators and the project team of the client, installation and integration into the existing system landscape of the client including connection of interfaces to the authentication and e- Mail systems of the contractor, creation of a contract adapted to the clientebshandbuchs, a temporary web access to a test system of the contractor for the client's project team and a service quota.

Deviation from the principle of lottery:

With regard to the training services, similar restrictions regarding the use of training materials by third parties are to be assumed. Also, the planned training costs for this award is estimated to be around € 120, 000 and is therefore to be considered as subordinate in the overall context (6% of the contract value)see. For the reasons stated, there is no dissemination but an overall award.
Derogation from the award of rules:
The contract can be awarded by means of a negotiated procedure with prior competition, since it is an assignment of a nature and risks a contract without prior negotiations does not allow. To an auTo achieve sufficient contractual security, parts of the service should be executed as a work performance. The expressions of the standard software products available on the market should be taken into account in the specification. However, these can only be assessed to a very limited extent by the client prior to procurement.
