The social reception service is designed to guarantee fast access to people and families access to consortium services and to social and health integration for non self-sufficiency. Specifically, it has the following objectives: to favor access and orientation to the use of services, ensuring the ascolto, the reception, the information; ensure the collection of requests from citizens and the completion of administrative procedures within the time prescribed by law, regulations and consortium procedures; guarantee the development of individual projects aimed at direct activation of people, encouraging change through the support and development of resources forof the family network and / or the face-to-face networks that can be activated. These purposes must be pursued with a view to social work of the network and community.

Main Site: Municipalities of the Inter-communal Consortium C.I. di S. di Orbassano.

The social reception service is aimed at guaranteeing fast access to people and families access to consortium services-and to those of social and health integration for non self-sufficiency. Specifically, it has the following objectives: to favor access and orientation to the use of services, ensuring listening, welcoming and information; ensure the collection of requests from citizens and the completion of administrative procedures within the time prescribed by law, regulations and consortium proceduresthe; guaranteeing the development of individual projects aimed at direct activation of people, encouraging their change through the support and development of personal resources, the family network and / or the face-to-face networks that can be activated. These purposes must be pursued with a view to social work on the network and the community.

The total estimated value of the servicesor object of this open procedure, amounts to EUR 1 743 776.01 excluding VAT. The security charges are EUR 0.00.

The total contract value is all-inclusive and is determined as follows:

- EUR 257 428.07 (VAT excluded) for the period 1.1.2019 - 31.12.2019,

EUR 257 428.07 (VAT excluded) for the period 1.1.2020 - 31.12.2020,

- EUR 257 428.07 (VAT excluded) for the period 1.1.2021 - 31.12.2021,

- 514 856.15 EUR (VAT excluded) renewal of the principal service for the period 1.1.2022 - 31.12.2023,

- 327 921.61 EUR (VAT excluded) for the award of new services consisting of the repetition of similar services for 2 years, under the same conditions,

- EUR 128 714.04 for a possible 6-month extension of the main service.

Interference risks

The analysis carried out to identifythe possible interferences, that is, any risky contacts between the personnel of the client and that of the contractor in the context of the contract, showed that the services in question, as of today, do not substantially cause interference with the purposes and art. 26 of Legislative Decree no. 81/08, from which it follows that the cost of security related to interference is zero.

The consortium reserves the right to transform the saving deriving from the discount on the hourly rate offered by the successful tenderer who wins the contract. * The starting price is equal to the hourly quota of 23, EUR 45 excluding VAT and consisting of personnel costs, mileage reimbursement and running costs.

Pursuant to art. 23, paragraph 16, of the Codice, the total amount includes the labor costs that the contracting authority estimated to be EUR 21.97.

The contract consists of a single lot because, due to the particularity of the service in question, a division into lots would the performance of the contract is particularly difficult from a technical point of view, especially as regards the coordination of several oreconomic perpetrators.

Registered in the Chamber of Commerce, Industry, Crafts and Agriculture by activity coinciding with the subject of this contract or having as their object the status of activities coinciding with the subject of this tender. Economic operators established in other Member States qualify by producing documentation that complies with the applicable lawin their respective countries. 1) In order to guarantee a correct and effective management of the service, taking into account the organizational and operational complexity of the activities envisaged and the scope in which they must be carried out, the economic operator must have achieved a minimum annual turnover referred to each of the last 3 eavailable financial assets of at least EUR 350 000.00 of which at least EUR 120 000.00 in the assigned activity sector.

The tendering operations may be updated at other time or on subsequent days and any subsequent sessions public will take place at the same venue at the time and day that will be communicated with adequate notice to the competitors by means of-publication on the IT site or PEC.

In the event that the companies meet the general requirements set forth in art. 80 of Legislative Decree 50/2016, lacking the economic, financial, technical and organizational requisites required by the call for tenders, they want to participate in the tender using the investment institute, will be able to meet their needs by presenting, in compliance with the prescriptionson the presidential decree 445/2000, the documentation provided for in art. 89, paragraph 1, of Legislative Decree no. 50/2016, as better specified in the Competition Regulations.

The contracting authority reserves the right not to award the contract if no offer is convenient or suitable in relation to the object of the contract (Article 95, paragraph 12, of Legislative Decree no. 50/2016).

For the consortia pursuant to art. 45, paragraph 2, letters b) and c), of Legislative Decree No. 50/2016, the existence of the requisites required and assessed, pursuant to art. 47 of Legislative Decree no. 50 / 2016.

The amounts declared by economic operators established in States other than Italy, if expressed in another currency, must be converted into EUR.

The tender offer must be accompanied by a provisional deposit equal to 2% of the amount of the tender.

Pursuant to-art. 97, paragraph 3, of Legislative Decree no. 50/2016, the bid concessions are evaluated on the offers that present both the points relating to the price, and the sum of the points relative to the other evaluation elements, both equal to or higher than four fifths of the corresponding maximum points envisaged by the call for tenders.

Economic operators will have to pay to the National Anti-corruption Authorityand according to the instructions on the website www.anac.it, the sum of 140.00 EUR (one hundred and forty euros / 00).

Due to the peculiarity of the service, subcontracting is not provided. art. 83, paragraph 9, of Legislative Decree 50 / 2016.

In order to promote employment stability in compliance with the principles of the European Union, and without prejudice to the necessary harmonizationwith the organization of the incoming economic operator and with the technical-organizational and labor-related requirements set forth in the new contract, the awardee of the contract and obliged to absorb, as a matter of priority, the staff already working for the outgoing contractor, as required by art. 50 of the Code, guaranteeing the application of the CCNL-of sector, of which to the art. 51 of Legislative Decree no. 81 of 15.6.2015.

Disputes arising during the execution of the contract will be devolved to the jurisdiction of the ordinary judge; and excluding arbitration.

All expenses related to the stipulation of the contract (taxes, fees, administrative fees, etc.) are the sole responsibility of the contractor.

Payments will be made in the manner provided in thespecial contract paint. The contract is subject to the obligations of traceability of financial flows pursuant to art. 3 of Law 136/2010.

The data collected will be processed pursuant to Legislative Decree no. 196/2003, exclusively in the context of this call for tenders, as well as the regulatory provisions of Regulation (EU) 2016/679, exclusively within the tender regulated by this Disciplinary.
