Design, supply, installation, testing and commissioning of a plant P2G / L prototype based on the project: PTR 2019-2021 electrical system research Theme 1.2, to be carried out presI know my own research center located in Carbonia.

Design, construction, installation and testing of an extremely flexible Power to Gas-Liquid - P2G / L prototype plant capable of producing methanol, methane and dimethyl ether (DME) through catalytic hydrogenation of CO, deriving from capture processes, with hydrogen produced by the surplus of electrical production from a re sourcerenewable.

For the main technical, performance and functional characteristics of the P2G / L prototype plant, please refer to Annex 1 - attached to this call.

Maximum tender amount: EUR 1 500 000.00 (one million five hundred thousand / 00 euros) net of statutory VAT and / or other taxes and statutory contributions or other charges (if due).

The award amountand must include the following main costs:

- supply of the object of the contract,

- technical documentation, which, by way of example and without limitation, will contain at least:

—— plant maintenance plan,

—— technical diagrams and user and maintenance manuals, both for hardware and software,

- spare parts that will be detailed in the final technical specifications,

- packaginglo,

- transport of INCOTERMS DDP (ex-Sotacarbo SpA headquarters),

- installation carried out by qualified personnel of the successful tenderer,

- warranty maintenance services,

- any costs of disposal of the waste produced during the delivery of the supply and site restoration,

- all labor costs: the estimate of this item will be made on the basis of the outcome dand the competitive dialogue.

Security costs: 15, 000.00 EUR (fifteen thousand / 00 euros) plus statutory VAT not subject to a discount.

For the existence of suitable professional qualification requirements pursuant to art. 83 of Legislative Decree 50/2016 and ss. mm. ii. Competitors are requested:

- registration in the Register of companies established at the competent C.C.I.A.A., for the activity related to the subject ofin this tender with the indication of the legal nature, name, registered office, registration date and deadline, code and object of the activity, tax code / VAT number, general nature of the directors in office and the directors who left the office in the previous year the date of publication of the contract notice, as well as any other element reported in the CCIA certificateA .. To economic operators not resident in Italy, proof of enrollment in a similar register of the country of origin is required (Annex XVI of the code of public contracts), for the exercise of the activity referred to in this announcement.

In the case of a body not obliged to register with the Chamber of Commerce, a declaration from the legal representative must be submitted in the form ofself-certification pursuant to Presidential Decree 445/2000, which declares the non-existence of the obligation to register with the C.C.I.A.A. This declaration must be supplemented by the attached copies of the articles of association and the articles of association of the organism.

For the existence of suitable economic and financial capacity requirements pursuant to art. 83 of Legislative Decree 50/2016 and ss. mm. ii. Competitors are requiredinstitutions:

- possession of a global turnover in the last 3 financial years of at least EUR 1 500 000.00 (one million five hundred thousand / 00 euros). of the same decree or:

- a declaration concerning the global turnover at most for the last 3 financial years available on the basis ofdate of establishment or start of the activities of the economic operator, insofar as the information on such turnover is available.

Procedure for carrying out the procedure

This procedure of gara is developed on an electronic platform available at: https://sotacarbo.tuttogare.it/

Considering the specific and innovative nature of the tender, the contracting authority reserves the right to establish that some phases of the procedure can be managed through paper mode if the conditions of art. 52 of Legislative Decree no. 50/2016 and subsequent amendments.

In order to formulatean offer as close as possible to the needs of the contracting station, economic operators are advised to visit the Sotacarbo SpA site.

Date, time and place of the inspection will be agreed between the contracting station and economic operators at least 5 working days in advance, except different agreements. The inspection can be carried out by the legal representative / procurator / technical director in possession of the identity document, or by a person in possession of the identity document and a specific proxy with a copy of the identity document of the delegating party.

In case of temporary grouping, EEIG, aggregation of network companies or ordinary consortium, both already established and not yet established, in relation to the regime of solidarity between the various operationsre economic pursuant to art. 48, c. 5 of the Code, the inspection can be carried out by a legal representative / attorney / technical director of one of the economic operators grouped, aggregated in the network or consortium or by a different entity, provided that it is delegated by all said operators.

In the case of a consortium of cooperatives, consortium of craft enterprises or stable consortium and in case ofaggregation of network companies with common body and legal subjectivity, the inspection must be carried out by a person with a delegation conferred by the joint consortium / body or by the consortium / network economic operator indicated as executor.

This competitive dialogue procedure and aboveivisa in the following phases:

- I phase: application for participation and admission to the dialogue of the candidates who have regularly declared possession of the requirements,

- II phase: presentation of the proposed solutions, examination of the same and dialogue with the admitted candidates, aimed at identification and definition of the most suitable means and solutions to meet the needs of the supplyura,

- III phase: invitation to tender, evaluation of the accepted offers and award of the procedure.

All official documentation relating to the procedure (I, II and III phase) must be written in Italian.

The dialogue envisaged in the Phase II, subject to the endorsement of the contracting authority, may take place in English.

The company will guarantee the conservation of thedocumentation pursuant to art. 99, paragraph 4 of the Public Contracts Code.
