The "Law on Change wassEnvironmental Protection and Restrictive Procedures for Fracking Technology Procedures "came into force on 11 August 2017. It prohibits the extraction of natural gas and oil by breaking up shale, clay, marl or coalfloec rocks (so-called unconventional fracking) However, the law allows up to 4 test measures with the purpose of Aueffects on the environment, in particular the subsoil and the water balance, to be scientifically researched. The permission for a test measure requires the approval of the respective state government.

For the scientific monitoring and evaluation of test measures - 13 a (6) WHG provides for the establishment of an independent expert commission. The duties of the Commission zaAmong other things, it also urges the Bundestag to provide information on state-of-the-art experiences and the progress of any possible test measures. The Expert Commission also has to inform the public on a regular basis about the course and results of the test procedures. The expert commission has to the public regularly to the course and resultsto teach the results of the test measures. The commission is explicitly not bound by instructions. In 2021, the Bundestag will again discuss the fracking ban. The Commission was constituted in May 2019. For the administrative support of the expert commission a business office should be established. The tenderer sets up the office and iseibt this with the associated tasks.
