Copernicus Data and Exploitation Platform Germany (CODE-DE) Phase 2

Within the scope of the order "Copernicus Data and Exploitation Platform Germany (CODE-DE)" Phase 2 a National Copernicus data platform can be configured and operated as an IT service and further developed.DE Phase 2 aims to provide users in Germany authorities, research organizations, companies with easy and fast access to the data of the Sentinel satellites and the Copernicus core services. The platform must also include the ability to integrate data processing components (cloud computing and high-performance computing).

The Federal Government of the Federal Republic of Germany DeGermany wants to achieve the widest and most diversified exploitation of Copernicus satellite data and services in Germany. For this purpose, DLR RFM, as a representative of the BMVI 2016, commissioned the development and operation of the CODE-DE platform. The BMVI has transferred this task to the Space Management of the DLR (RFM).

Within the project CODE-DE Phase 2 wA national access and exploitation platform for Copernicus data (satellite data, core service data and derived products) is developed and operated as an IT service in the sense of the "Infrastructure as a Service" principle as a continuation and further development of the CODE-DE functionality 30.9.2022. Contract extensions until 30.9.2024 fuIt is intended to be a regular service and should therefore be offered directly as an option.

The platform aims to provide users with efficient, fast and comprehensive access to Sentinel satellite data and Copernicus services. CODE-DE is primarily aimed at public sector institutions in Germany. The infrastructure should also be thePossibility to integrate data processing functions. It is intended to promote the exploitation of Copernicus' data in Germany and to support the fact that the public administration, and thus ultimately also citizens in Germany, profit comprehensively from Copernicus.

The National Copernicus data platform should fulfill the following functions:

1) Access to and visualization of dCopernicus satellite data and products provided by ESA and the European Commission;

2) access to selected further data by agreement; 3) user-directed processing of this data to generate derived information products; 4) a suitable architecture for an effective working environment Provide for Artificial Intelligence (AI) with possible5) Provision of an extended portfolio of products for the defined user group and

6) Monitoring and operation of the platform itself.

Client and contracting authority is basically the DLR eV in form des DLR RFM. The DLR RFM is a facility that operates within the DLR e.V. on a daily, organizational and personnel basis and independently decides on its own initiative.
