2019-0189 Emergency Rescue with Ambulance

The subject matter of the proceedings is the commissioning of non-profit organizations or associations to carry out ambulance rescue services with eight ambulances (RTW) / lots in the urban area independent city Duisburg. The commissioning is done by lot for each lotof a public-law contract (- 13 Abs. 1 RettG NRW) (see to the details annex performance description and the attachment integration agreement). It is expressly not an open procedure but an administrative selection procedure according to - 26 (1) KomHVO. The client makes use of the area exception pursuant to - 107 (1) no. 4 GWB. It besis not entitled to compliance with provisions of the (EU) procurement law. These provisions, including those under GWB and VgV, do not form part or the basis of this selection procedure.

The contractor will provide the need for rescue equipment per lot (vehicles including medical technology)equipment, including suitable non-medical personnel during working hours, and carries out the missions assigned to him by the control center. Application-related medical and other consumables required for the performance of the task are provided by the client in accordance with these specifications. The requirements for the implementationThe scope of provision for each lot, as described below, extends to the area of application of the entire urban area of the independent city of Duisburg as well as beyond, so-called long-distance journeys.
The allocations are made by employments primarily in the area of responsibilityRange after alarm and outages Order (AAO) Duisburg and direction of the control center.
Scope of coverage: 1 RTW from 7.2.2020, 00.00 hrs; every day seven days a week (168.0 salvage weekly hours), 365 days a year. In addition, a reserve RTW is to be provided as a replacement vehicle (without additional personnel) for short-term vehicle breakdowns, which must be operational within 1:30 hours.
There are 2 emergency medical trainings during the term. See the Annex to the Specifications and Appendices.

The order gets at los related assessment the cheapest offer under BeruecksAuthorization of the delimitation. Publication and the procedural documents are to be checked immediately for completeness and any ambiguity. If there is no indication of legal infringements until the deadline for the submission of tenders, the bidder waives the right to claim later (s.BWB).
