According to the art. 95, co. 4, lett. b of Legislative Decree 50/2016, it should be noted that this tender has as its objectall materials with standardized features, produced on the basis of the technical specifications IS.308 / 80, IS.715 / 91 and IS.361 / 78 and of the designs based on the tender, which do not allow for discretion with respect to the technical requirements provided, as showing quotas, dimensions, materials and relative tolerances, such as to make the product standardized.

The procurement procedure is calledpursuant to Legislative Decree 50/2016 (Code of public contracts) and of the Presidential Decree 207/2010 limited to the regulations still in force pursuant to art. 216 of Legislative Decree 50/2016 for the part applicable to the decree Special sectors.

All the services covered by the contract are attributable to the main services; therefore it is not possible the participation of multi-subject competitors pursuant to art. 45paragraph 2 letters d), e), f) and g) of Legislative Decree 50/2016 s.m. of a vertical or mixed nature.

Professional qualification, including the requirements related to enrollment in the professional register or in the commercial register

Registration in a commercial register (Chamber of Commerce)

Economic operators, whether Italian citizens or other Member State residents in Italy, must be registered inregister of the Chamber of Commerce, Industry, Crafts and Agriculture or in the register of provincial craft commissions, or at the competent professional orders for activities similar to the subject of this tender procedure. To the subject of another Member State not resident in Italy, proof of registration is required, according to the procedures in force in the State of residence, in one of the professional or commercial registers referred to in Annex XVI to Legislative Decree 50/2016, by sworn declaration or in accordance with the procedures in force in the Member State in which it is established or by means of certification, under its own responsibility, that the product certificate was issued by one of the professional or commercial registers established in the country in which he is resident.

To be admitted to the tender, the tenderer must be in possession of the requirement indicated in paragraph II.5.2 of which it is possible to view on the website of the awarding entity www.rfi.it following the path - Qualification and tenders - Rules and documentation - Economic and financial assessment procedure.

The minimum acceptable value of Pfinal summary and equal to 18. To this end, the competitor, on the last budget approved and deposited with the Chamber of Commerce, must carry out the economic-financial self-assessment based on the procedure indicated above using, for the comparison, the average reference indexes ( code ident.7068):

- Roa (3.55%),

- rotation of total assets (93.35%),

- current liquidity (141.16%),

- fixed asset coverage (102.95%),

- financial autonomy (29.66%),

- liability liability (50.43%),

- bank debt (17.71%),

- cost elasticity (12.90%).

It is specified that in the DGUE it is necessary to cross out in the second column relative to the possession of the field or, and in space the closing date of the balance sheet used to verify this value.

In casor participation of multi-subjective competitors pursuant to art. 45, paragraph 1, lett. d), e), f) and g) of Legislative Decree no. 50/2016 and s.m. this requirement must be held by each of the subjects constituting the same multi-subject competitor. In the case of economic operators pursuant to art. 45 paragraph 2 letters b) and c) of the Legislative Decree 50/2016 s.m. please refer to the provisions of art. 47 of the same decreeor.

Clarifications

Any requests for clarification must be sent by 9.4.2019 through the messaging area of the Purchasing Portal.

Technical compliance prior to supplying

The supply subject of this call for tenders is subject to the prior achievement of the technical suitability according to the modalities and times provided for in art. 23 of the Contract Scheme.

Yes preit also states the following:

- if 2 or more companies apply to participate as multi-subjective competitors pursuant to art. 45, paragraph 1, lett. d), e), f) and g) of Legislative Decree no. 50/2016 e s.m., if not all the subjects that are part of it are in possession of the technical suitability, this competitor (provided he is in possession of all the other requisites required by this announcement) will be admittedor to participate in the tender but, in case of award, the supply can take place only upon the achievement of the technical suitability requirement for all its components,

- if the competing subject makes full use of the requirement relating to the technical capacity of an auxiliary company in possession of suitable technical skills, it will not be necessary to repeat the qualification procedure.

Verification of the requisitesthe economic and technical

The competitor, with the presentation of the offer, and aware that RFI will be able to carry out checks on the truthfulness of the declarations / certifications presented, also by requesting documentation certifying the statements. By way of non-exhaustive example, assessments of the dich can be made to the competent administration or bodypresented / certified (in accordance with art. 71 of the D.P.R. 445/2000) or in the case of verification of the technical requirements, an inspection visit may be carried out by the persons in charge of RFI at the above-mentioned production site
