delivery, Assembly, commissioning, documentation, training and other services for the renewal of the network control system, integration of existing telecontrol and construction of new telecontrol technology as well as development of future-oriented IP-oriented transmission technology for Stadtwerke Feuchtwangen with the following features:

- Setup "New network control system" with system and application software-(relational database, SCADA, higher-level functions, etc.) for process control and monitoring of supply networks for electricity, gas, water and local heat supply

- Completely redundant system, built in distributed locations

- coupling existing and new Telecontrol (IEC 60870-5-101 / -104)

- Construction IP-oriented transmission technology

- incl. Hoeherwhigh-quality software functions (eg topology, fault location, order management / switching letters, etc.)

- incl. higher-quality software functions Water supply (eg leakage monitoring, ...)

The client places emphasis on the following issues when executing the order:

1) All order processing must be in German. This means that the entire project support staff, which the bidder intends to use in the case of an order for sales, project planning, installation, commissioning, training and service, must be German-speaking and have the necessary expertise. For consortia, this applies to each of its members

2) The entire system and project documentation including project reports, specifications, hardware and software documentation, system, equipment and component labels as well as the user interface of the software system-wide must be supplied in German. Only documentation on standard software such as operating systems or standard hardware will, if not in German

3) The procurement of replacement parts for at least functionally compatible hardware and software must be ensured for at least 10 years after the serial production has been discontinued.

The execution period is expected to be 18 months.

The tender documents will be the ultimate requirements of the contract contain. The FezDisclosures on the subject of the contract in this information leaflet are not binding and are only for the guidance of interested companies. It is expressly pointed out that only the description of the subject matter of the order in the tender documents will be decisive for the preparation of the offer.

A) With the participation application, the following as well as under-Para. III.1.2 - III.1.3 required information / documents. In the case of consortia, this applies to the individual members of the consortium.

B) Candidate consortia must, with their application, list the individual members of the consortium, authorize a member in writing and declare that the authorized representative is entitled-is to represent the bidding consortium vis---vis the contracting authority and act unrestrictedly on behalf of all members of the bidding community.

c) If the bidder does not intend to provide individual services himself, this must be stated in the application and confirmed by a binding declaration Subcontractor to prove who fore provision of the service is available and all information / documents requested by the applicant must also be provided under III.2). To assess the personal situation, the following must be submitted:

- Company profile / company profile, number of employees (overall and area of network control technology),

- information on legal form, representation status and nominal capital,

- Current Aufrom the commercial register or occupational register (in the case of foreign applicants: equivalent certificate from a court or administrative authority of the home country with officially recognized translation)

- Central commercial register extract,

- Certificate of clearance from the tax office,

- Health insurance certificate.

By application is to be submitted:

- Erka statement that there are no grounds for exclusion in accordance with - 21 SektVO,

- statement that there are no grounds for exclusion in accordance with - 6 (4) and (6) EC VOL / A.

weighting for the evaluation in the selection of candidates for III.1.1): 10%

statement on the total annual turnover in the past 3 completed business years.

- Statement on the annual turnover in the subject of the order in-

weighting for the evaluation of the selection of candidates for III.1.2): 30%

If there are a sufficient number of suitable candidates, at least 2, at most 8 candidates will be invited to tender and invited to submit a tender.

The selection of candidates will be made in the context of an evaluation on the basis of section III.1)-Information and documents taking into account the stated weightings.

Points will be awarded for all the criteria specified in the conditions of participation under III.1.2) (Economic and financial capacity) and III.1.3) (Technical and professional capacity) taking into account the weighting given, a total point countl determined. The candidates with the highest overall scores will be selected for further participation in the tendering procedure and invited to submit an offer.

The conditions of participation will be assessed as follows:

5 points = very good / optimal from the point of view of the client

4 points = good / consistent convincing

3 points = satisfactory / the average expectationcorrespondingly

2 points = sufficient / missing and no longer in line with expectations

1 points = poor / as a whole insufficient, suffering from significant gaps

0 points = unsatisfactory / no information from the applicant or from the point of view of the client unacceptable

If one of the individual Criteria must be rated with 0, 1 or 2 points, the AG reserves the right, the applicant at the wAfter the tenders have been submitted, tenderers will be selected for the negotiated procedure on the basis of an evaluation on the basis of the award criteria set out in the invitation to tender.

It is reserved the negotiated procedure in different waysto reduce the number of bids under negotiation on the basis of the criteria for awarding the contract (further, possibly successive stripping)
