Parts of vacuum pumps.

Supply of vacuum components for the facilities of the I.N.F.N., divided into 3 lots.

Main Site: Tthe INFN facilities.

Supply of the catalog of vacuum components for INFN facilities, for a duration of 36 (thirty-six) months, with the faculty of renewal of the contract at the same conditions for the duration of a further 2 (two) years, divided into 3 lots: lot 1, CIG 7761107C18 ISO-KF components; lot 2, CIG 7761109DBE CONFLAT components; lot 3, CIG 77611141E2 componentistica Speciale.

Each competing economic operator, together with the bid, must submit an application for participation and the DGUE (Single European Competition Document) - if Italian and European - or the European Single Procurement Document (ESPD), if extra-European, in compliance with the circular 18.7.2016, n. 3 of the Ministry of Infrastructures and Transport, bearing the, medin which the legal representative has to declare, pursuant to art. 46 and 47, of the D.P.R. n. 445/2000 s.m.i .:

a) not to be in the situations foreseen by the art. 80, paragraphs 1, 2, 4 and 5 of Legislative Decree no. 50/2016 and s.m.i .;

b) to possess the requisites of professional qualification as per art. 83, paragraph 3, of Legislative Decree no. 50/2016 and s.m.i .;

c) that there are no conditions impeding the paparticipation in the tenders referred to in art. 53, paragraph 16 ter, of Legislative Decree no. 165/2001 s.m.i. (if this situation emerges, the exclusion from the tender and the obligation to return any unlawfully received and assessed compensation in execution of the assignment will be ordered);

d) to be in possession of the ISO 9001: 2015 certification, for the design and construction of vacuum components andin the course of validity, issued by a certification body accredited by Accredia or another European or international accreditation body pursuant to art. 93, paragraph 7, of Legislative Decree No. 50/2016 and subsequent amendments. Each competitor may use the models and the DGUE or ESPD scheme made available by the contracting authority, following the instructions for completion. In the case of RTI, consordinary companies, EEIGs, networks of companies, the DGEU or the ESPD must be presented by each economic operator. In compliance with the provisions of art. 85, paragraph 1 of Legislative Decree no. 50/2016 and subsequent amendments, the DGEU or the ESPD must be made available in electronic format. Italian economic operators must transmit the digitally signed DGUE on a computer support (USB flash drive) to be insertedin the envelope containing the request to participate, in the light of the provisions of the following section VI.3). European and non-European economic operators, on the other hand, must transmit the DGEU or the ESPD, once a digital signature has been issued that conforms to a recognized European standard and can therefore be used throughout Europe, on an IT support (USB flash drive or CD) neitherthe application containing the application form.

The candidate must declare that he / she has achieved in the last three financial years approved on the date of publication of the announcement a global average annual turnover not lower than (amounts net of VAT at 22%): lot 1, EUR 140 000.00; for lot 2, 200 000 EUR; for lot 3, EUR 140 000.00; the candidate must declare, inoltre, in the last 3 financial years approved on the date of publication of the call for tenders, have achieved a specific average annual turnover in the sector of activity covered by the contract (general purpose vacuum components), not less than (net amounts of VAT at 22%): for lot 1, EUR 70 000.00; for lot 2, EUR 100 000.00; for lot 3, 70 000, 00 EUR. The offer must beaccompanied by a provisional guarantee pursuant to art. 93 of Legislative Decree no. 50/2016 and s.m.i. as detailed in the tender regulations.

Mode of presentation of the offer

The economic operator must send a sealed envelope, to the address indicated in point I.3), (INFN - Central Administration via Enrico Fermi 40, 00044 Frascati (RM), Italy) outside, under penalty of exthe indication of the sender and the following wording:.

The envelope must also carry out the certified e-mail address (PEC) or the ordinary e-mail address for European and non-European operators and the domicile elected for communications of the sender, the envelope must be sent by by registered letter with acknowledgment of receipt (A / R) of the servicepost; or with a delivery agency; or by authorized courier; or by hand delivery at the Protocol Office - I.N.F.N. Central Administration via E. Fermi 40, 00044 Frascati (RM) from Monday to Friday, from 9:00 to 12:00; in any case, the date and time indicated on the envelope by the staff member of the I.N.F.N .. will be attested. The contracting authority will not be responsible for any errors. The procedures for completing the offer, for carrying out the tender and for requesting clarifications are detailed in the tender regulations. The DGUE or ESPD is accepted, duly completed and adapted to the requirements of the lex specialis of the tender. Subcontracting: with authorization of the I.N.F.N. and in compliance with the art. 105 of Legislative Decree no. 50/2016 and s.m.i. and only ifdeclared during the offer.

Pursuant to art. 216, paragraph 13, of Legislative Decree no. 50/2016 and s.m.i. and of the resolution of the Council of the National Anti-Corruption Authority (A.N.A.C.) n. 111 of 20.12.2012, the contracting authority will use the AVCPass system to prove possession of the general and technical-professional requirements.

Therefore, all economic operators interestedi to participate in the procedure must register to the system on the portal A.N.A.C. and acquire the PassOE relating to this procedure.

The applications for participation do not bind the I.N.F.N. to the completion of the tender.

The I.N.F.N. reserves the right not to proceed with the award if no offer is convenient or suitable. The congruency will be checkedof offers in compliance with art. 97, paragraphs 3, 5, 6 and 7 of Legislative Decree no. 50/2016 and subsequent amendments.

The costs relating to the mandatory publication of the notice (not exceeding EUR 4 000.00 excluding VAT), are to be paid by the successful tenderer and must be reimbursed to the contracting authority within the period of 60 (sixty) days from the award, pursuant to the Decree of the Ministry of Infrastructuresure and transport of 2.12.2016. The contract stipulated following the awarding does not provide for any arbitration clause. The I.N.F.N. complies with Regulation (EU) 2016/679 and Legislative Decree no. 196/03 and s.m.i. in the processing, also with IT tools, of the personal data provided for participation in this procedure.

Responsible for data processing: Director of Division Contractual affairs and the directors of the I.N.F.N. concerned by the contract.

It is specified that the term indicated in point IV.2.2) is peremptory and under penalty of exclusion. In any case, for what is not foreseen in this announcement, please refer to the remaining tender documents
