Supply of 2 superconducting cavities.

Main Site: INFN - Milan section - LASA laboratory - via Fratelli Cervi 201, 20090 Segrate (MI).

Supply of 2 cavities 5-cell superconductivity of the Accelerator Medium Beta section for the PIP II Project of the Milan section of theINFN.

Each candidate, together with the offer, must submit an application for participation and the Single European Competition Document (DGUE) in compliance with the Guidelines of the Ministry of Infrastructures and Transport n. 3 of 18.7.2016, by which the legal representative will have to declare, pursuant to the D.P.R. n. 445/2000 and s.m.i .:

- not to be in the situations foreseen by the art. 80, paragraphs 1, 2, 4 and 5 of Legislative Decree no. 50/2016 and s.m.i.,

- to possess the requisites of professional qualification as per art. 83, paragraph 3, of Legislative Decree no. 50/2016 and s.m.i.,

- the absence of conditions impeding participation in the tenders referred to in art. 53, paragraph 16 ter, of Legislative Decree no. 165/2001 (if this situation emerges, the exclusion from the tender and the obligation to repay any compensation will be orderedillegitimately received and ascertained in performance of the assignment),

- the possession of the ISO 9001: 2008 (or 2015) certification pertaining to the object of supply and in the course of validity, issued by a certification body accredited by Accredia or another entity of European or international accreditation pursuant to art. 93, paragraph 7, of Legislative Decree 50/2016 and subsequent amendments,

- the possession offinancial and technical-professional capacity requirements.

Each candidate can use the models and the DGUE scheme made available by the contracting authority, following the instructions for completion. In the case of Temporary Business Grouping (RTI), ordinary consortia, European Economic Interest Groups (EEIG), business networks, the DGUE should be presented by CIAscun economic operator. In compliance with the provisions of art. 85, paragraph 1, of Legislative Decree no. 50/2016 and subsequent amendments, the DGUE must be made available in electronic format. Italian economic operators must transmit the digitally signed DGUE on a computer support (USB flash drive) to be inserted in the envelope containing the application form.

Euro economic operatorspei e extraeuropei, on the other hand, must transmit the DGUE, once it has affixed a digital signature conforming to a recognized European standard and therefore usable throughout the European territory, on an IT support (USB flash drive) to be inserted in the envelope. On a transitional basis, the participating economic operators will still have to transmit the DGUE also in paper format, signed in originle, providing to include it in the envelope containing the application form.

The candidate must declare that he has achieved in the last 3 financial years approved on the date of publication of the call for tenders a minimum annual turnover, not less than 286 000.00 EUR (VAT not included). This declaration must be entered in the envelope.

Deposits and guarantees required: the offerta must be accompanied by a provisional guarantee pursuant to art. 93 of Legislative Decree no. 50/2016 and s.m.i., as detailed in the tender regulations. Method of delivery of the offer: the envelope must include the following essential information:

a) full name of the sending economic operator;

b) address for communications;

c) e-mail address (perItalian economic operators also the PEC address).

In addition to the aforementioned information, the envelope must bear the following wording: it must be sent by registered mail to the postal service or an authorized courier or delivery agency to the address indicated in point I.3). The INFN will not be responsible for any errors. The procedures for completing the offer, for the provisionof the tender and request for clarification are detailed in the tender regulations. Subcontracting: with the authorization of the INFN and in compliance with the art. 105 of Legislative Decree 50/2016 and subsequent amendments and only if declared during the offer. In the event of a declaration of appeal for subcontracting, the indication of the sub-contractor's guidelines is mandatory. The contracting authority, pursuant to art. 216, paragraph 13, of the DLgs. n. 50/2016 and s.m.i. and of the AVCP resolution no. 111/2012, will use the AVCPass system to prove the possession of the general, technical-professional and economic-financial requisites. Therefore, all subjects interested in participating in the procedure must register with the system on the ANAC Portal and acquire the PassOE relating to this procedure. The domandes of participation do not bind the INFN to the completion of the tender. The INFN reserves the right not to proceed with the award of the contract, if no offer is found to be convenient, or suitable or appropriate. In the case of a tie between 2 or more offers, the award will be made in favor of the economic operator who has obtained the highest score in the technical offer. In case of further parityin absolute, the successful bidder will be designated by public drawing. In any case, INFN reserves the right to award the tender even in the presence of only one valid offer, provided it is considered adequate. The costs related to the mandatory publication of the notice (not exceeding EUR 3 500.00 excluding VAT), are to be borne by the successful tenderer and must be reimbursed at the station apby the time limit of 60 (sixty) days from the award, pursuant to the decree of the Ministry of Infrastructure and Transport of 2.12.2016. The contract stipulated following the awarding does not provide for any arbitration clause. The INFN complies with Regulation (EU) 2016/679 and Legislative Decree no. 196/03 and s.m.i. for the parts still in force. Responsible for data processing: to saycontractor of the Contractual Affairs Division and director of the INFN structure involved in the contract. It is specified that the deadline indicated in section IV.2.2) is peremptory and under penalty of exclusion.
