Framework contract for the supply of non-aeronautical geodata

DFS Deutsche Flugsicherung GmbH (hereinafter referred to as DFS) operates "Air Traffic Management" (ATM) and "Unmanned Traffic Management" to supply its air traffic control systems "(UTM) different geodata systems for aeronautical and non-aeronautical data.

The DFSoperates various geodata systems for aeronautical and non-aeronautical data for the supply of their ATM and UTM systems.
The subject of this tender is the conclusion of a contract for the regular supply of non-aeronautical geodata for use in ATM and UTM systems in the DFS Group to make unmanned aerial systems safe and efficient in GermanIt is envisaged to conclude a framework contract with the most economical tenderer, with agreed quality criteria, calculation rules, circumference and contractual conditions, on the basis of which data deliveries / data provision will be provided regularly in an agreed form and frequency during the contract period The AnDFS has to provide the described and situationally defined data requirements by the DFS in a defined way, quality assured and without delay immediately after the (internal) inspection by the supplier.
The data requirement determined today does not cover the territory of the Federal Republic of Germany. Areas aeronautical geodata:

The contractor has to provide the client according to the specified requirements insight into the data production, processing and quality assurance processes and audits by the Client or named institutionsThe services to be provided include, in addition to the aforementioned, adjustments to the requirements of DFS regarding data reception, processing and up-to-dateness, tests, maintenance, ad hoc support and documentation.
General conditions:
- The data must be in agreement with the client, in a standard raster or vector geodata format via a web feature SThe actuality must be documented and the continuation cycle must be described. The accuracy of the data must be described. An orientation regarding the accuracy takes place on the accuracy data of the base DLM of the BKG,
- The geodata requirements after the ISO 19100 series are to be fulfilled. In particular
- is ISO19157-1: 2013 forTo apply data quality principles,
- to make the data for ISO19114: 2003 verifiable and to make the internal manufacturer test results available,
- the metadata of the data shall be described according to ISO19115-1; 2014. At least the requirements of the core dataset must be met, - the metadata must be defined according to ISO 19139 XML Schema, which conforms to ISO19115,
- the data quality description requirements according to ISO 19157 are to be observed, here components and content structure of a register for data quality measures; which describes general procedures for assessing the quality of geographic data and sets principles for reporting quality of data, - adherence to the quality assurance frameworkg in the provision of data in accordance with ISO 19158: 20.
III.1.1.1) Submission of a certificate of registration, which may not be older than 6 months at the end of the application period. If the applicant is not registered in the commercial register: statement of the applicant in which other professional associations / registers / guilds / chambers / etc. Entries exist. If possible, proof of eachEntries (also not older than 6 months). If there is no registration: The applicant must submit in the application for participation a reason why registration is not required or exists;
III.1.1.2) submission of a self-declaration by the applicant that the exclusionary grounds referred to in - 123 of the Act against Competition Restriction (GWB) are not met apply and that the conditions gemae-12.1.1.3) submission of evidence of existing liability insurance (eg company liability insurance, product liability insurance), specifying the coverage amounts;
III.1.1.4) submission of a self-declaration by the candidate as to whether he intends to subcontract, If so: statement for which services subcontracting should be used. Wenn no: statement that he does not intend to subcontract or that is not yet foreseeable at the present time;
III.1.1.5) Submission of information on valid clearance certificates in the form of reliability checks in accordance with - 7 Aviation Security Act or submission of a written declaration from the Applicant for readiness to perform reliability
Note: The contract can only be carried out by personnel for which there is a reliability check in accordance with -7 Aviation Security Act (LuftSiG);
III.1.1.6) Submission of a declaration by the candidate that the data in coordination with the client in a standard raster or vector geodata format via a Web Feature Service (WFS)
III.1.1.7) Submit a statement by the candidate that the requirements of the ISO 19100 series are met, in particular:
- the ISO 19113: 2002 for data quality principles,
- the data are for ISO 19114: 2003 verifying requirements and making the internal vendor test results available,
- the metadata of the data is to be described in ISO 19115 and it isto meet at least the requirements of the core dataset,
- the metadata must be defined according to ISO 19139 XML Schema conforming to ISO 19115, - the data quality description requirements according to ISO 19157 (here components and content structure of a register for data quality measures, which general procedures to prove the quality of geographicalDescribes data and principles for reporting on data quality).
III.1.1.8) Submit a statement from the candidate indicating that the actuality and continuation cycle of the data can be documented in the case of an order.
III.1.1.9) Submit a statement the applicant that the accuracy of the data can be described An orientation regardingh the accuracy will be based on the accuracy specifications of the base DLM of the BKG.

III.1.2.1) Company profile:
Presentation of a company profile of the applicant with regard to the type of service advertised: presentation / presentation of the company, u. a. Development, organizationon, ownership and shareholding structures, turnover of the last 3 business years related to the tendered type of service. Presentation of the core competencies / focus of the business, as well as the importance of the corresponding business field with regard to the type of service tendered;
III.1.2.2) Credit rating:
A credit rating of the applicant of the company Creditsafe is provided by dhe contracting authority. If the applicant is not listed with the company Creditasfe, he is obliged to submit a credit rating of comparable economic information (the verification of whether an applicant is listed, must be made by the applicant itself).
Required minimum standards: The credit rating by the company Creditsafe must have at least a credit score of von. 3.4.
ATTENTION: If the minimum standard required under III.1.2.2 is not fulfilled, it is presumed that the applicant is not financially fit to perform the contract. In this case, the candidate is invited by the contracting authority to submit a statement in order to rebut the presumption. Should the candidate from the EnclaerUnqualified statements, documents and supporting documents are not sufficient to exclude the applicant from further participation in the competition.
General note:
1) The claim made in respect of the last 3 business years does not constitute a minimum requirement with regard to the duration of the business Companies that are shorter than 3 years make this APlease note also the explanations in section VI.3.1 (Additional information).
1) Appropriation lending (- 47VgV): If an applicant plans the suitability lending, then according to III .1.1, III.1.2 and III.1.3 required information / information / documents also from the "other" companies within the meaning of - 47 para.
