"The contract includes:
Main Site: Franco warehouse of the contracting authority - city of Sofia, 8, St. Kl. Ohridski Blvd.
Includes delivery of a tester for pulsation of transmission lines - 1 pc.
Availability of system for Pulse Transmission Line Testing (TLP), which provides:
- maximum short circuit output current pulse in the range: / - 30 A or widerok interval (ie the maximum value of the lower limit is - 30 A inclusive and the minimum value of the upper limit is 30 A inclusive),
- pulses with a width of at least in the interval min / max: 1ns / 100ns or at wide interval (ie, the maximum value of the minimum is 1 nanosecond including the minimum value of the maximum is 100 nanoseconds),
- programmable pulse widththey with at least the following 6 steps: 1 ns, 5 ns, 10 ns, 25 ns, 50 ns and 100 ns or more, including the steps listed, and
- all others, detailed in the technical specification, part of the documentation for participation.
Warranty period - minimum 12 months from the date of signing of the bilateral ascertainment protocol for installation, installation and commissioning ofceiling equipment.
The contractor designated as a contractor should provide warranty service and maintenance of the delivered equipment throughout the warranty period offered by him. All costs for warranty service / maintenance and maintenance of the delivered equipment are at the contractor`s expense. The deadline for repairing a fault, defect or non - conformity of the equipment on site atthe contracting authority may not be longer than 20 (twenty) calendar days from the date of its finding by signing a bilateral statement of findings. The term of repair of a defect, defect or non-conformity of the equipment in service cannot be longer than 120 (one hundred and twenty) calendar days from the date of its finding by signing a bilateral ascertaining protocol. Whether the distthe repair of the defect, defect or non-compliance may be performed on-site at the contracting authority or must be carried out in a repair shop, as reflected in the statement of findings. The maximum delivery time is up to 180 (one hundred and eighty) calendar days from the date of registration of the contract in the contracting authority`s records system. Atdelivery of the equipment is signed a bilateral transceiver protocol. The term for completion of the activities for installation, installation and commissioning / operation of the equipment may not exceed 30 (thirty) calendar days and shall start from the date of signing of the bilateral acceptance and delivery protocol for the completed delivery of the equipment. . The participants will beif any of the grounds under Art. 54, para. 1 of the PPL and Art. 107 of the Public Procurement Act (Article 55 of the Public Procurement Act does not apply), except in the cases explicitly mentioned in the Public Procurement Law. The Contracting Authority will also remove from participation:
- participants - related parties according to -2, item 45 of the PD of the PPA,
- participants who in any way included somewhere in their offer outside the envelope "Proposed price parameters" elements, connwith the bid price (or parts thereof),
- a tenderer who has submitted a technical proposal that does not meet the requirements of the technical specification and the conditions of the contracting entity,
- a tenderer who has offered a price above the maximum for the respective lot,
- participant for whom there are obstacles to participation in public procurement, provided for in Art. 3, Vol. 8of ZIFODRIUPDRKTLTDS, unless they have applied exceptions under Art. 4 of it,
- a participant for whom the prohibitions under Art. 69, para. 1 and para. 2 of the CITAA,
- a participant who, within the period specified in the invitation (if applicable) refuses to extend the period of validity of the offer or if he submits a tender with a shorter period of validity. 54, para. 1, items 1, 2 and 7 of the Public Procurement Act refer to the persons, referred to in Art. 54, para. 2 of the Public Procurement Act in connection with Art. 40 of the PDAB. According to Art. 46 of the PPPOP the participants are obliged to notify the assignor in writing within 3 days from the occurrence of the circumstance under art. 54, para. 1, Art. 101, para. 11 of the PPL. According to Art. 67, para. 1 of the PPA, when submitting a tender, the tenderer declares the lack of grounds for removal by submitting an EDES. It is provided accordinglythe information required by the contracting entity and indicate the national databases containing the declared circumstances or the competent authorities which, under the law of the country in which the applicant or tenderer is established, are obliged to supply information. The contracting authority may require, at any time after the opening of tenders, the submission of all or part of a documentEntities, by which the information specified in the EDES is proved, when this is necessary for the lawful conduct of the procedure under Art. 67, para. 5 of the PPL.
