The entire procedure is carried out in electronic mode pursuant to Legislative Decree 50/2016 on the RAI Purchasing Portal https: //www.portaleacquisti.rai.it (below). The official tender documentation is available on the Portal, in the area dedicated to this procedure. Information and clarifications can be requested no later than April 23, 2016 at 11:59 pm, using the Message area of the online RFQ. The answers to the clarifications will be published on the Portal. Participants in this tender procedure are admitted, nel compliance with the conditions set forth in the tender documentation, all economic operators pursuant to art. 45 of Legislative Decree no. 50/2016 for which there are no:

i) the reasons for exclusion pursuant to art. 80 of Legislative Decree no. 50/2016;

ii) the conditions referred to in art. 53, paragraph 16 ter, of Legislative Decree no. 165/2001;

iii) further bans on contracting with the Public Administration, all as specified abovethe tender documents.

Recourse to subcontracting is allowed under the conditions and within the limits established by art. 105 of Legislative Decree 50/2016. The procedure is structured on a single lot since the performance of the contract is strictly interconnected from a technical and functional point of view, so it is essential to guarantee an organization and a synergistic and integrated management of the same. Inparticular, it should be noted that the services subject to procurement, software supply and related maintenance are particularly interrelated, so it is advisable to entrust the creation and maintenance of the entire contract to a single subject. 95, co. 8, of Legislative Decree 50/2016 will be excluded from the tender and, therefore, there will be no opening of their economic offer, the concurrents whose technical offer has obtained, after the resetting of the scores, a greater gap to 35 points compared to the technical offer of the competitor who obtained the highest total technical score. Competitors whose technical offer has obtained a technical score of less than 35, 000 points after the reparameterization will therefore be excluded.to the Tender Regulations and attached or referenced documents for all matters concerning this procedure.
