First Aid Framework Formation

The National Police Office intends to conclude a framework agreement on the training of staff in the area of "First Aid"

Main Site: see point II.2.4

I) First aid training (about 400 civil servants)

The training takes place in accordance with the German Social Accident Insurance (DGUV) Principle 304-001 Annex 1 in a scope of at least 9 teaching units a 45-minute duration.

The training is subject to u.a. Paragraph 2. Theoretical knowledge and practical skills mentioned in the tactical first aid to expand

4 lessons a 45 minute duration.

Place of EH training:

- centrally in Eutin, U-space is ges gesst by policeAnnex 1 and Annex 2 / of the DGUV 304-001 are available on the DGUV website (www.dguv.de/fb-erstehilfe) in the current version.

II) First aid training (approx Civil servants)

The further education takes place in accordance with DGUV 304-001 appendix 2 every 2 years in the scope of 9 teaching units.

In the course of the further education the under u. a. Number 2 mentioned theorto integrate some knowledge and practical skills in the tactical first aid into the planned

9 lessons of 45 minutes duration (so-called optional topics). The training is decentralized.

Locations where EH training courses are to be carried out:

- Nationwide and decentralized, the underground rooms are each provided by the police, - - in general, the trainings should followat the end of the locations; Flensburg, Schleswig, Kappeln, Niebuell, Husum, Sylt, Pinneberg, Elmshorn, Wedel, Rellingen, Bad Segeberg, Norderstedt, Kaltenkirchen, Itzehoe, Heide, Brunsbuettel, Albersdorf, Eutin, Bad Schwartau, Neustadt, Heiligenhafen, Scharbeutz, Neumuenster, Rendsburg, Eckernfoerde, Bad Oldesloe, Ahrensburg, Geesthacht, Reinbek, Ratzeburg, Schwarzenbek, Kiel, LuebeckPractical exercises under conditions of use are not part of the First Aid Training and further education. The technical guideline of the TCCC (Tactical Combat Casualty Care) serves as the technical basis for the aspects of tactical first aid.

The concept of use of LIFE in its current form must be taken into accountto use the medical devices in the most up-to-date form attached to the VPAM-6 disc carrier (IFAK (Individual First Aid Kit and Rescue Blanket PocKit).

In derogation of the DGUV 304-001, the maximum number of participants is twelve, in the presence of one Educational helper sixteen.

The premises are provided by the state police.

To numbers I and II:

To the qualitybackup and standardization is for the tactical first aid to create a course curriculum and release from the Chief Medical Officer. The course curriculum has to be updated two years in consultation with the senior police doctor.

The certificates of participation for the operational first aid also include the mediated contents of the tactical first aid

2) Theoretical knowledge and practical skills in tactical first aid:

- Knowledge of the basics of phase-specific injury care in the context of tactical first aid with a focus on "care under fire", - Basic knowledge of the cABCDE scheme, - Recognition life-threatening critical bleeding,

- stopping life-threatening bleeding.

1) self-declaration, that a registration in the professional or commercial register or another, comparable proof for the permitted occupation exercise is present acc. Section 44 (1) VgV. Note: The GMSH will, if necessary, request the corresponding proof before the award of the contract.

2) Self-declaration via the-Total turnover of the enterprise as well as turnover in relation to the special type of service subject to the award, in each case for the last business years (2015-2017).

The following further documents must be submitted with the offer.

4) Letters of offer with the statements that you Recognize tender conditions and deny any cartel, price fixing or similar agreementsand exclude the effectiveness of the Company's General Terms and Conditions. Declaration that there are no exclusionary reasons according to - 123 GWB, - 124 GWB and - 128 GWB or representation of self-cleaning measures according to - 125 GWB;

5) letter of commitment (form) to the tariff fidelity and payment of minimum fees according to the Tarifeeueue and Vergabegesetz Schleswig-Holstein dated 31.5.2013 TTG (GVOBl Schl.-H.2013 P. 239);

6) Self-declaration (form), whether in the case of an order, the contractor intends to award Unterauftraege. The form is to be enclosed with the offer, even if at the time of placing the order;

7) Price Sheet
