Determination of contracting n. A / D / 6174 of 18.9.2018. The person responsible for the proceeding, pursuant to and for the purposes of article 31 of Legislative Decree 50/2016, and Ing. Mauro Dominici. The entire procedure is carried out electronically in accordance with Legislative Decree 50/2016 on the RAI Purchasing Portal https://www.portaleacquisti.rai.it (hereafter). In the area dedicated to this procedure, the official tender documentation is available on the Portal. Information and clarifications can be requested no later than 16.11.2018 at 12.00, using the on-line RdO Messages area. The answers to the clarifications will be published on the Portal. They are allowed to participate in this tender procedure, subject to the conditionsprovided for in the tender documentation, all the economic operators referred to in art. 45 of Legislative Decree no. 50/2016 for which there are no:

i) the grounds for exclusion pursuant to art. 80 of Legislative Decree no. 50/2016;

ii) the conditions set forth in art. 53, paragraph 16 ter, of Legislative Decree no. 165/2001;

iii) further bans to contract with the PA, all as specified in the tender documents.

The appeal tol subcontracting and admitted to the conditions and within the limits set by art. 105 of Legislative Decree 50/2016. Given the particular type of service subject to the procedure, this is not technically subdivided into functional / performance batches as it concerns the management of an integrated service to support registration, accreditation and access control to RAI events.The services are strictly interconnected from a technical and functional point of view. Pursuant to art. 95, co. 8 of Legislative Decree 50/2016, will be excluded from the tender and, therefore, will not proceed to the opening of their economic offer, the competitors whose technical offer has obtained, after the re-parameterization of the scores, a difference greater than 25 points compared to the technical offerof the competitor who has obtained the highest total technical score. Therefore, competitors whose technical offer has obtained, after the re-parameterization, a technical score of less than 25, 000 points, will be excluded.
