Comparative investigation to determine the traffic effectiveness of light rail vehicles, cable cars, BRT systems and a subway in the district of Muenchen The subject of the call for tenders are services for carrying out a comparative studyen Investigation into the determination of the traffic effectiveness of light rail vehicles, cable cars, BRT systems and a subway in the district of Muenchen.

The district of Muenchen would like to carry out a detailed study on the traffic sense of a light rail / subway / cable car or a BRT system, in particular as regards transport optionsPassenger demand in the forecast year 2030 (depending on the working basis used can also be the forecast year 2035) in general in order to keep appropriate routes open and to be able to contribute to further implementation.

It is the task of the expert to design the transport systems in four sub-areas ( Light rail / subway / cable car and BRT system) in their verkehrlichen effect to compare. This is done in a first step on the basis of criteria that show the basic traffic sense or demand for transport. If positive results are achieved here, further investigations are to be carried out for particularly promising variants. a. OeV follow-up costs operating costs, capital costs etc .; the environment andDetermine CO2 savings, etc., in order to be able to evaluate them conclusively.

Aim is a study, which shows which routes and variants are basically meaningful for traffic or which variants should not be pursued further. The investigations are carried out in succession in many casesr partial rooms. The rooms are examined in this order:

Stage 1:

5) the tenderer is not in liquidation proceedingsor that such circumstances have not been present even in the last 3 years prior to the submission of a tender;

6) neither the bidder nor any person whose conduct is attributable to him as responsible for the management of the company according to - 123 (3) GWB within the framework of professional activity in the last 3 years before the submission of a tender(7) the tenderer has not entered into any agreements with other undertakings for the purpose of preventing, restricting or distorting competition in the last 3 years prior to the submission of tenders; Bidder has no conflict of interest in the implementation of the procurement procedure, de(b) that the tenderer does not materially or consistently fail to meet essential requirements in the last three years prior to the submission of tenders in the performance of a previous public contract or concession contract, the impartiality and independence of a contracting entity for the contracting authority; Hasand / or that this did not lead to premature termination, compensation or similar legal consequence; 10) the bidder was not fined for a violation of - 21 Minimum Wage Act (MiLoG) or - 23 Posted Workers Act (AEntG) at least EUR 2 500.

11) Neither the tenderer nor any person whose conduct is more important to him than to the leaderg of the company responsible actor according to - 123 Abs. 3 GWB or as authorized by statute or law, in the last 5 years before tendering under - 404 Abs. 2 No. 3 Third Book of Social Code with a fine of at least 2 500 EUR occupied or in accordance with -- 10, 10a or 11 of the Schwarzarbeitsbekaempfungsgesetz to imprisonment of more than3 months or a fine of more than 90 days.
