(hereinafter referred to as `the Borrower`) has received a loan from the European Investment Bank EIB (hereinafter referred to as `the Bank`) for the power sector recovery project in Sao Tome and principe (project)..

This international invitation for tenders relates to the contract for recruitment of a consultant to be appointed as owner`s engineer for AFAP/EMAE..

This contract will include the technical assistance for certain components of the Sao Tome and Principe power sector recovery project. The consulting services to be procured under these technical assistance entail a day-to-day support as well as supervision of works provided by the Owner`s engineer to EMAE in the implementation of the following subcomponents under the Sao Tome and principe energy sector recovery project:.

— meters for large customers, .

— installation of statistical meters, .

— replacement of all remaining meters, .

— rehabilitation of the low voltage network..

EMAE will launch, with the assistance of the lender`s engineer (on going technical assistance to AFAP/EMAE) all the necessary tenders for goods, works and services foreseen under those specific subcomponents..

The proposed team should be composed of a team leader, deputy team leader, quality, environmental and social expert; GIS specialist as well as non key-experts: specialist in health, hygiene and safety regulations in the workplace; specialist in metering as well as in operation and maintenance and litigation (if necessary)..

This contract is expected to be implemented from February 2020 to February 2024 (48 months)..

The criteria to be used in the tender evaluation are, in decreasing order of importance: technical (80 %), and financial (20 %)..
