The Pakistan Water and Power Development Authority (WAPDA) (hereinafter referred to as "the Employer") has received a loan from the European Investment Bank (EIB), the Agence Francaise de Developpement (AFD), and KfW (hereinafter referred to as "the European Development Partners (EDPs) or "the Lenders") towards the cost of the Warsak Hydropower 2nd Rehabilitation Project, Peshawar (Pakistan). This International invitation for tenders relates to the contract for design, supply, dismantling and installation, testing and commissioning of hydro-electromechanical equipment and balance of plant related to Warsak Hydropower Plant 2 rehabilitation project..
The applicable procurement rules for this tender process are the Provisions of Public Procurement Regulatory Authority (PPRA Pakistan) Rules and Codes, subject to AFD's Procurement Guidelines for AFD-Financed contracts in foreign countries..
This contract will include but not limited to:.
(i) hydraulic Francis Turbine CFD, model test and design;.
(ii) rehabilitation of hydraulic Francis Turbine;.
(iii) 47 MVA vertical generator rehabilitation;.
(iv) upgradation of mechanical hydraulic governor to digital control governor;.
(v) rehabilitation of existing 3 phase 48 MVA, 11/132 kV step up transformer and supply of new 3 phase 48 MVA, 11/132 kV step up transformer;.
(vi) gas insulated switch gear system for transmission of electric power;.
(vii) Supervisory Control and Data Acquisition (SCADA) and protection system..
The criteria to be used in the tender evaluation are:.
I. Financial situation and performance.
— single entity/each JV Partner must meet the construction cash flow requirement of 10 000 0000 USD, .
— minimum average annual construction turnover of 60 000 000 USD in last Five (05) years for single entity, for each JV partner minimum 25 % of the requirement and 40 % for at least one partner of the JV..
II. General and specific construction and contract management experience.
— must have completed 2 similar contracts valuing 80 000 000 USD each as prime contractor, JV member, management contractor or sub-contractor for the last 10 years..
