81231438 Algerian Pool of Experts on Waste Management

Lower oil and gas revenues in Algeria will no longer generate public employment, and the official unemployment rate will be high. The Algerian state provides financial support for the creation of micro-enterprises. The Algerian government-now wants to outsource municipal waste management to external service providers to improve quality. Municipalities do not have sufficient experience in the quality control of external service providers in this area, job seekers do not have the necessary skills to act as a self-employed entrepreneurs. GIZ supports vocational schools in the country by offeringot of courses on entrepreneurship and waste management. The project also promotes competences of Algerian municipalities in the allocation and outsourcing of waste services. In addition, GIZ advises the Ministry of Environment and the Interior on the distribution of instruments for the outsourcing of municipal waste disposal.

The Contractor is responsible for carrying out subtasks in the project "Improvement of Employment Opportunities in the Municipal Services Sector." The task is to professionally carry out subsections of the planned components Gemeiadvise and support local and regional authorities in the outsourcing of municipal waste services in terms of employment promotion and waste management.

Prior to the start of the consulting contract, the specific consulting services of the project are clarified by the GIZ program team together with the various partners on the basis of an updated situational assessment, The ToR describes general services to be provided with a flexible pool of experts, which will be specified later in individual assignments in ToR. Such a flexibly deployable pool of experts is therefore chosen in order to be able to adapt to changing circumstances in the content of the individual consulting activities-possible. a. with the Algerian Ministry of the Environment (MREE, its subordinate Technical and Environmental Authorities (CNFE, AND)), as well as with subordinate agencies of the Ministry of Industry (ANDPME, ANDI, ANVREDET) and the relevant municipal and regional authorities. Also private service companies, the z. B. orderly landfills or waste collectionyards (EPICs) are advised. In addition to direct advice to local partners, the National Institutions (CNFE and AND), responsible for waste management development and consultation of municipal waste services, should work together (in coordination with those responsible for the TC project) to strengthen the advisory role of these institutions and to strengthen their advisory role Spreading
